The Uganda Revenue Authority (URA) has issued a stern warning to traders and logistics companies over the growing problem of delayed goods caused by so-called “Container Leaders.” The authority urged affected traders to come forward and formally lodge complaints to facilitate timely clearance of their cargo.
In a public notice issued and shared by Public and Corporate Affairs Manager Robert Kalumba on Thursday, URA explained that certain companies and individuals are exploiting the import system to evade taxes while overcharging unsuspecting importers. These operators are also withholding and delaying the declaration and clearance of goods, all the while falsely blaming URA for the delays.
“Management of URA has noted with concern the increasing public outcry from traders regarding undelivered goods shipped under various companies and individuals known as Container Leaders,” the notice stated.
URA listed dozens of companies and individuals already flagged for investigation, including Busundo Investments, Def Klin Enterprise, Twine Logistics, Kyalusunga Investments, Maria Cargo Uganda Limited, Allia International, Awie Logistics Group, Lyon Shipping and Freight, and Ship with Us Cargo, among others.
Affected traders are instructed to report to the URA Tower, 16th Floor, Office of the Commissioner, Executive Office Operations in Nakawa, to register formal complaints. To facilitate efficient processing, traders are advised to bring supporting documentation such as national identification, receipts or proof of payment to shipping agencies, packing lists or invoices, bills of lading or tracking numbers, and any correspondence with the logistics provider.
URA emphasized that the action is aimed at safeguarding traders and ensuring transparency in Uganda’s trade environment. “To ensure a smooth process, please come prepared with available evidence of your transaction… This will help us track and release your cargo after applicable taxes have been paid,” the notice read.
The authority also issued a direct warning to the companies and individuals involved in “Container Leading,” urging them to immediately cease the fraudulent practice. URA stressed that it remains committed to fostering a transparent and accountable trade environment.
Traders across Uganda have increasingly voiced frustration over delayed shipments, which have affected businesses ranging from small importers to larger commercial entities. The authority’s move seeks not only to resolve individual cases but also to send a clear message that manipulative practices in the import process will not be tolerated.
URA’s proactive stance comes at a critical time when efficient cargo clearance is vital for the smooth operation of Uganda’s trade sector. By encouraging affected traders to report directly, the authority hopes to cut through delays, protect importers, and ensure that taxes are correctly remitted, reinforcing the integrity of the national revenue system.
This public notice underscores URA’s commitment to monitoring trade practices, protecting traders, and holding unscrupulous operators accountable, ensuring that commerce in Uganda continues in a fair and transparent manner.
