The Chief Justice and Principal Judge have already made out some deployment decisions regarding where the newly appointed judicial officers will be working from.
Simon Peter Kinobe, the diehard NRM cadre who was also ULS President before Isaac Semakadde, Pheona Wall and Berbard Oundo came in, has been deployed to the Civil Division of the High Court based at Twed Building in Kampala near Fairway Hotel.
It’s currently headed by Justice Dr. Emmanuel Baguma in the Acting capacity; having taken charge to fill the vacuum that was created by the departure of Justice Musa Sekaana who was elevated to Court of Appeal as he cruises onto his way to the Supreme Court someday.
What is remarkable is that Kinobe is excited to be deployed at Civil Division, a deployment his several other bench colleagues would frown upon because of the challenges and complications that come with serving at that sensitive Court.
Many consider it a sensitive Division to work at because its where many sensitive cases the state and executive branch tends to be particularly interested in (from time to time) are adjudicated from.
It’s where potentially damaging and annoying matters are decided from including having to preside over Judicial Review applications chiefly against the government MDA decisions and those applications relating to the writ of habeas corpus aimed at protecting especially the political opposition against persecution.
These tend to be very sensitive and the type in which State House and key decision makers in the country can have interest in from time to time.
Naturally, the judicial officer involved with having to make such decisions will often find him or herself in dilemma from time to time-having to balance the state’s interests or sensitivities on one hand and the well propounded principles of the law on the other.
This explains why judges who get deployed there have to be thoroughly assessed, vetted and subjected to higher levels of scrutiny than those whose deployment can be accepted elsewhere. People who have previously headed and served at the Civil Division of the High Court have had to be vigorously vetted and established to be thick-skinned like the Musa Sekaana type.
