War has erupted among leaders of newly created Rukiga district. On one hand is the Chairman LC5 Alexander Kampikaho up against RDC Pulikeria Muhindo Mwiine and Woman MP Caroline Kamusiime Muhwezi on the other. Kampikaho says the two want to usurp his powers by frequently issuing unnecessary directives to the district council which he leads. He says he has been patient for too long and now is the time to answer fire with fire. He gives the example of the Shs5bn gravity flow scheme which is being implemented by the district in conjunction with South Western Umbrella of Water and Sanitation (SWUWS). The funding is from the Government of Uganda. Kampikaho says that whereas the project came as a result of his efforts, the woman MP Kamusiime Caroline is bragging to have personally lobbied the President for the same. Consequently, Kamusiime (who is backing a candidate against Kampikaho) is claiming political capital for the project. She is backed by the RDC Muhindo who accuses the chairman of having an exaggerated sense of self-importance. Kampikaho says that because they want to claim credit for the gravity flow rehabilitation works, the two ladies are turning themselves into supervisors of the district council which he leads. He says he isn’t prepared to accept being directed by people who he says have no powers over him because he derives his mandate from the people. The RDC Muhindo scoffs at Kampikaho as a very ignorant politician who doesn’t know his boundaries. She vows to continue interfering in the district work because its her mandate to monitor and supervise such projects in a manner that ensures value for money for the tax payers. MP Kamusiime says it’s her duty as area MP to lobby for service delivery for her people and dismisses Kampikaho as a full-time liar who likes claiming benefits from other people’s sweat. She says she won’t be intimidated but will continue asking the tough accountability questions regarding the project implementation because it was her sweat that delivered the Shs5bn commitment from the government.
