RAG DEE CITED IN PLOT TO DESTROY GEN KAYIHURA

Veteran musician-turned politician Rag Dee (aka Daniel Kazibwe) has been implicated in a plot to demonize ex-IGP Gen Kale Kayihura and subsequently get him jailed forever. Rag Dee is said to have worked with two intelligence gurus renowned to be Kayihura’s adversaries namely ex-Security Minister Henry Tumukunde and ISO DG Frank Kaka Bagyenda. According to Andrew Mwenda’s Independent magazine, after working with Tumukunde to infiltrate and finish off Abdul Kitata’s Boda-Boda 2010, which was pro-Kayihura, Rag Dee resorted to regularly attending meetings with Kaka at Serene Suites in Mutundwe where the news magazine says potential witnesses would be met and coached on how to implicate Kayihura. The magazine adds that on clearly annihilating Kitata’s 2010, Rag Dee declared himself patron for the alternative cyclists’ group called Century Riders which the General hoped would fill the Kitata vacuum when it comes to politically mobilizing for Mzee. The Independent adds that Paddy Serunjogi aka Sobi and Abdul Jjuko Serwanga are some of the other operatives Kaka has been working with to secure false confessions against Kayihura. Also implicated is ex-Wembley boss Elly Kayanja who introduced Jjuko to Kaka when he became ISO boss and marketed him as a very hard working man. Kayanja had worked with Jjuko during his days as ISO DG. A recent report in Chimpreports corroborated some of the notorious episodes in Jjuko’s track record as an ISO operative during Kayanja’s days. Kaka innocently empowered these two (Jjuko and Sobi). This enabled them build a power base which in the end has seen many people tortured in Kyengera and money sometimes extorted from them.

In a story that clearly must be good news for Kayihura, whom it exonerates of any wrongdoing regarding the Kaweesi murder, the Independent says that all the evidence Kaka had built and convinced himself that Kayihura was finally dead man walking, has since collapsed like a pack of cards after an inter-agency investigating team headed by Grace Akullo (a renowned Kayihura rival) trashed everything calling it fabrication. The magazine’s story claims the report has since been handed over to Museveni totally exonerating Kayihura and all his detained officers and men. This being Uganda, these guys could walk out free and instead sue government claiming their reputation has been damaged by the ISO-leaked news stories the state media has been running (serializing)now for months. The Independent claims Kaka is now a very frustrated man, and could even be fired, after the Akullo report trashed everything his ISO teams had assembled against Kayihura calling it fabrication. The Akullo team, which was assembled at the prompting of the President, had SCP Elly Womanya, ISO’ Lt. Churchill Mutatina, JATT Director Charles Asiimwe and four other officers from ISO, CMI and JATT. The Independent story, in which bias can’t easily be ruled out given that Mwenda is a renowned friend of Kayihura, quoting State House sources also reveals that to properly fix Kayihura and make it hard for Museveni to ever pardon him, the ISO fabrication machine went as far as reporting to the President that Kayihura had assigned Flying Squad boss Herbert Muhangi to coordinate the assassination of the President’s son Muhoozi Kainerugaba while partying at a top hangout in Kololo.The Independent shows that ISO’s initial report to the President was that the move flopped after Muhangi withdrew the instructions after realizing the Kololo bar had a lot of CCTV cameras around it. The story adds that ISO’s biggest piece of evidence concerned an audio recording in which Kayihura was supposed to be thanking Muhangi on getting reports that Kaweesi had successfully been bumped off. The recording was reportedly taken to the President who listened to it and was initially moved and that it further sealed Kayihura’s fate. The Independent shows that, however, when the Akullo committee insisted on subjecting it to further corroboration, the audio collapsed on its face. Mwenda’s story shows that when taken to Makerere University’s “Digital Laboratory,” where experts examined it, the audio was found to be mere fabrication resulting from different Kayihura/Muhangi speeches being merged to sound as if it was in one same conversation whereas not. But officials at Makerere doubted such a laboratory exists at the country’s premier University. Unfortunately, the Mwenda narrative is merely generalizedon this matter and doesn’t specify which department has such a lab at Makerere. The story says the experts manning Makerere’s “Digital Laboratory” couldn’t authenticate the audio because they found the different parts comprising it had been recorded on different dates and not in one conversation.
