Gen. Salim Saleh, you were born for a time such as this (Esther 4:14).
People make pilgrimages to Mecca, Rome, Namugongo, and Kapeka because they believe in Prophet Muhammad, Jesus Christ, and the values you represent. We have seen individuals such as Hon. John Rwakasisi regain their freedom under difficult circumstances.
Dr. Kizza Besigye is one of the few qualified medical doctors who left a comfortable life to join the NRA during the liberation struggle. He made his contribution in the bush and after the bush, and remains one of the most effective Political Commissars Uganda has ever had. While other historical contributors are being awarded medals, for him today, the request is simple: that he be allowed access to medical care at a facility of his choice.
In the current circumstances, you are uniquely positioned to make this happen.
The fear of God is the beginning of wisdom. As a God-fearing nation, we treasure life — even that of the unborn. For God and My Country remains our national motto. Let us not allow those who sacrificed for this nation to feel abandoned in their hour of need. History may not judge us fairly if we do.
The longer Dr. Besigye is denied adequate medical treatment, the greater the risk to his life while in detention. This is not merely a political matter; it is a humanitarian one. Forgiveness is a virtue, and in this country, we have forgiven many in the spirit of national reconciliation.
Many Ugandans do not believe that Dr. Besigye is legally detained. The international community that once followed his situation closely has since shifted its focus to other emerging leaders such as Bobi Wine. It therefore falls upon Ugandans themselves to speak out — even when many may feel afraid to do so.
I am an NRM cadre, and it is on record that I have not supported Dr. Besigye in his political struggles. But this moment is different; it is about his life and dignity. We must honour those who sacrificed for the NRA revolution by ensuring that those still living are treated with humanity and respect.
We trust that this message will reach you and be received in good faith — just as King Xerxes accepted Esther’s plea. From today, we shall begin seven days of fasting and prayer for wisdom and guidance. To God be the Glory. Prof. Baryamureeba V.
