In the fiscal year 2023/2024, the government set aside UGX 131 billion to empower women and youth through various development programs. The funds, channeled through initiatives like the Parish Revolving Fund and the Emyooga program, were intended to promote self-reliance and economic growth at the grassroots level.
However, the outcome has been far from the transformative impact envisioned. A recent Auditor General’s report reveals that only UGX 8 billion has been recovered from beneficiaries, representing a mere 6% of the total allocation. This stark underperformance has cast a shadow over the government’s ability to deliver on its promises.
Weak recovery mechanisms and insufficient monitoring frameworks have been identified as critical factors behind the programs’ failure. Many beneficiaries either defaulted on their repayments or misused the loans, diverting funds meant for entrepreneurial activities to personal expenses.
The audit also uncovered alarming cases of double funding, with 608 individuals benefiting from both the Parish Revolving Fund and Emyooga, exposing inefficiencies in the allocation process.
These lapses have not only undermined the programs’ goals but also raised questions about the sustainability of such initiatives.
The lack of a robust loan tracking system has allowed the situation to spiral out of control. Without effective oversight, funds have been lost to mismanagement, with no clear mechanism to hold beneficiaries accountable. This failure has further highlighted the systemic weaknesses in the design and implementation of the programs, leaving the intended beneficiaries without the support they desperately need.
In response, the Auditor General has called for a complete overhaul of recovery policies and the introduction of stringent measures to ensure accountability. Suggestions include leveraging technology to monitor fund usage and deploying field officers to enhance oversight at the grassroots level.
While these recommendations offer a path forward, they also underscore the urgent need for political will and institutional commitment to implement meaningful reforms.
This report has sparked widespread concern about the future of women and youth empowerment programs. With billions of shillings at stake and the livelihoods of countless individuals hanging in the balance, the government must act decisively to salvage these initiatives. If not, the promise of grassroots transformation will remain an unfulfilled dream, and the UGX 131 billion investment will stand as a cautionary tale of missed opportunities and misplaced priorities.
