Last Tuesday, Head Public Service Dr. John Mitala chaired a meeting for the PSs’ Forum that is held monthly to enable them share experiences and pass on feedback (if any) to the President through him as Secretary to Cabinet.
In his introductory remarks, Dr. Mitala reported about colleagues who had missed the meeting and gave reasons for the absence of conspicuous absentees. One of these was JSC PS Dr. Rose Nassali Lukwago.
Mitala explained she had missed the meeting because she was finally out of office because her Commissioners had demanded she leaves immediately upon expiry of her contact. Mitala explained that the Public Service Commission had finalized her contract renewal process and passed on everything to the President assessing her as suitable for reappointment.
“But the President hasn’t yet communicated back to us. That’s why her matter is still uncertain hence her ineligibility to attend this meeting,” sources quoted Dr. Mitala as telling the PSs present. In the same meeting, Dr. Mitala also spoke about the fate of Dr. Mbabazi who is the PS Public Service Commission.
He told members he had sent the recommendations to the President at once for three PSs-Nassali, Dr. Asuman Lukwago of ESC and that of Dr. Mbabazi. Museveni has so far acted on the case of Mbabazi who bounces back as PS/Secretary PSC, Mitala communicated.
Asuman Lukwago was in the meeting even when he too is yet to get the President communicate his decision on his contract renewal.
The PSs were also told that Nassali’s fate was going to be more complicated than previously thought because her own bosses JSC had reached out to the President strongly urging him not to return her there.
They argued she is too complicated and returning her would only bwog down work at the all-important JSC which champions recruitment and punishment of errant judges.
As Mitala addressed PSs he certainly wasn’t aware even IGG Irene Mulyagonja was having other plans-and that’s having Nassali prosecuted for fraudulent transactions that occurred at the Education Ministry when she still served there as PS.
Mulengera News understands Museveni has since even given audience to the JSC bosses to meet him and have the opportunity to verbally corroborate on the contents of the anti-Nassali letter they had written to him earlier.
