Dependable government sources say that as the country concentrates its attention on Gen Kale Kayihura’s incarceration, President Museveni could surprise Ugandans by occasioning changes on his cabinet. Latif Sebaggala is desired to become Minister for Kampala replacing Beti Kamya.
