Major Martha Asiimwe has been elevated to the position of Presidential Advisor in charge of RDCs with the enhanced mandate of being the overall supervisor of all the Resident District Commissioners in Uganda.
Dependable sources in Public Service Ministry say Asiimwe, who formerly served as Dean of RDCs and has been also in charge of the RDC’s secretariat in State House, will be replacing Mohammed Mayanja (a man from Pallisa) whose contract was recently considered inappropriate for renewal. Sources close to the President say Mayanja, who years back flocked with opposition during the days of Nasser Sebaggala before famously defecting to NRM, will be waiting for fresh deployment elsewhere in some other capacity. Asiimwe’s elevation is a blow to James Tweheyo.
The new deployment means Asiimwe, a humble soldier from Toro kingdom, will be the person the President entrusts with overseeing the construction of RDC lists at future reshuffles and to also oversee their eventual deployment and welfare needs. Her elevation is also not very good news for Presidency Minister Ester Mbayo who many expected to have more control into the RDCs affairs the moment long-serving Mayanja was out of the way. Having served in the Museveni system for so long, Asiimwe also knows the long-serving cadres whose rehabilitation must be addressed as a matter of priority as Museveni prepares for the 2021 battle.
