President Museveni has reappointed his faithful and loyal servant Hajji Yunnus Kakande to stay on as PS/Secretary to the Office of the President for another three years. This simply means that Hajji Kakande will remain in charge up to October 2027 and possibly beyond.
A seasoned civil servant, Hajji Kakande has served at the Presidency for an eternity, having started out as the Under Secretary Office of the President. Back then, he was serving under Teckla Kinalwa as PS whose exit paved way for Deborah Katuramu, who recently opted for early retirement as Deputy Head of Public Service, a position in which she is to be replaced by Mary Teopista Wenene. She has been serving as the Secretary for Health Service Commission.
When Katuramu was moved to Cabinet Secretariat, where she has been deputizing Nakyobe, a vacancy of some sort resulted at the Presidency. Tanx this is what the very humble Hajji Yunnus Kakande was tapped to occupy up to this day.
By renewing his mandate for another three years as the chief technocrat at the Presidency (which oversees Kyankwanzi, Kololo Ceremonial Grounds, all national functions, deployment of RDCs and all administrative cadre staff for government MDAs), Gen Museveni has demonstrated the extent to which he still has faith and trust in Hajji Kakande who has been an effective civil servant since the early 1970s, his relatively young age notwithstanding.
PROF OKWAKOL IS BACK:
In a related development, the deeply spiritual Prof Mary Okwakol is back for another five years to serve as the Executive Director for National Council for Higher Education (NCHE). Another five years of Okwakol means continuing to effectively oversee the regulation of the provision of higher education services in Uganda, and supervising all the Ugandan Universities, up to July 2029.
Before coming to head NCHE, the highly revered and qualified Okwakol had served as the founding Vice Chancellor for Busitema University which she joined after working with others to found Gulu University. Her academic career had much earlier on started at Makerere University.
In retaining Prof Okwakol at the Kyambogo-based NCHE, the President overlooked many nay sayers and cynics and stuck to the Professor largely because of her integrity, incorruptibility, results-oriented approach and well-illustrated track record of performance in public service.
