Since abandoning Gen David Sejusa at the time, he had declared war on Gen YK Museveni, who he asserted had become a subversive President (in 2013), Dr. Hillary Musoke Kisanja has loyally served the veteran leader from Rwakitura with his entire heart.
He was the man Gen Museveni moved with everywhere as he sought reelection in 2016 after overcoming the Sejusa threat and after elections of that year, Dr. Kisanja was deployed to work with the then State House Comptroller Lucy Nakyobe to reach out to hundreds of Ugandan youths and women in the ghettos. The ghettos intervention initially began with Kampala, before gradually expanding to cover other Ugandan Cities.
It was Dr. Kisanja, a PhD holder, who conceptualized and wrote the paper which Gen Museveni relied upon to roll out what became the President’s Initiative for Skilling the girl child. And indeed, through that intervention (for which Kisanja was the national coordinator), thousands of Ugandan youth and women were skilled and made to graduate with great DIT certification in vocational education. They eventually moved on to become self-employed while leveraging on skills learned.
The same intervention expanded and was later on evolved into the Presidential Industrial Hubs which are based in several regions of Uganda. The idea is job creation besides amplifying and accelerating industrialisation and urbanisation of the different regions of Uganda.
Still the State House Comptroller, currently Jane Barekye, oversees the overall coordination of this intervention closely working with Dr. Kisanja who has also always been Gen Museveni’s key man on the Agri-business agenda. The broader idea is to address food security and agricultural productivity-related concerns as enshrined under the UN-imposed SDGs and the GoU’s National Development Plan and Vision 2040 from which it’s derived.
Now President Museveni, evidently satisfied with the high-performance capabilities, reliability and effectiveness which Dr. Kisanja has exhibited all these years, has given this Gen MK’s close acquaintance more credentials by promoting him to the position of Senior Presidential Advisor on Agri-Business.
This SPA position places Dr. Kisanja at the same level with other greats inside Museveni’s orbit such as Gen Salim Saleh for Wealth Creation, Gen Proscovia Nalweyiso for classified operations or even Gen MK/CDF for Special Operations among others.
Gen Museveni is fond of Dr. Kisanja (who used to be Gen MK’s office-mate at Naguru Center Complex) for a number of reasons including being people-centered, an effective mobiliser and for generally being organically very insightful on especially matters relating to his broader socio-economic transformation agenda aimed at transforming Uganda into a middle-income country.
Dr. Kisanja, a product of urban slums himself, is also an effective mobilizer when it comes to engaging the ghettos for political mobilisation and for participation in the GoU’s wealth creation programs. In the process of delivering on Museveni’s sensitive assignments, Dr. Kisanja has interacted with, impacted and mentored many young Ugandans and cadres across the country.
This Tuesday evening, the President’s Press Secretary Faruk Kirunda pronounced himself on the latest Kisanja promotion to the position of SPA. Kirunda indicated that this was a very appropriate pick and posting by the President because Dr. Kisanja is a “hard working, versatile, vibrant and good-nurtured” person.
