Hajji Yunus Kakande, the long serving Under Secretary Office of the President, has finally lived to see the realization of his dream to become a Permanent Secretary. This news website can reveal that Kakande’s appointment has been communicated by State House to be the President’s choice for the next Secretary (PS) Office of the President. He is replacing his former boss Deborah Katuramu who was sometime back elevated to deputize Mzee John Mitala as Cabinet Secretary/Head of Public Service. The process to replace Katuramu has been on for a while with Kakande facing other contenders like OPM’s Collins Ddombo and Deputy PSST Patrick Ochaillap who State House sources say is the one some officials in Public Service Commission (PSC) curiously preferred. It’s understood that Museveni was beginning to become frustrated with the dragging of the feet by some PSC officials yet this is a very important position that shouldn’t be left vacant for such a long time. This is why the President intervened and did so furiously in the 10th October 2018 State House letter. Signed by Lucy Nakyobe Mbonye, the one page letter is addressed to PSC Chairman Raphael Ochan to whom Nakyobe communicates the President’s directive (not request anymore) to quickly give the job to Kakande. Titled: “Appointment of Hajji Yunus Kakande As Secretary Office of the President,” the letter reads as follows: ”In line with Article 172(1) and 174(2) of the Constitution of the Republic of Uganda, His Excellence the President has directed the appointment of Hajji Yunus Kakande (Under Secretary) as Secretary Office of the President with immediate effect. The purpose of this letter is to communicate to you His Excellence the President’s directive. You are advised to submit this matter to the Public Service Commission to enable them prepare the Instrument of appointment for His Excellence the President’s signature.” Sources say the President took this drastic step after getting reports that some officials in the PSC were beginning to be perceived as actively opposed to and working against Kakande’s ascendance to that powerful office in favor of especially Ochaillap who badly too wanted the job.
