In our continuing series of short articles reflecting on what Gen Kale Kayihura has been confiding in his family members, lawyers and doctors who so far remain the only people permitted access to him in his Makindye detention, today we share his views on the role of Nixon Agasirwe, Joel Aguma and others in criminal repatriation of refugees. Kayihura has told his lawyers its possible Nixon & Co could have committed many brutal offences on the refugees but these were never his orders. He told them he has heard that his assistants would be paid some good money, moreover in dollars, per refugee they delivered to the neighboring country. He says he has no mechanism to determine the extent to which this is true because he has so far not had the opportunity to interact with them and verify this since their incarceration months ago. “It’s possible they took advantage of my busy schedule and did many things behind my back and many could think these are my orders whereas not. I think I’m going to be guilty of failure to supervise them properly,” Kayihura was quoted as confiding in his lawyers. He also says its possible Kitata and his Boda Boda 2010 operatives used their proximity to him to do many criminal things but he denies ever instructing them to commit any criminal acts. It’s also alleged by the way that some of his incarcerated aides would recklessly and proudly brag to some people that their boss was the next CiC, something we couldn’t readily establish if Kayihura has had the opportunity to discuss with his lawyers as well.
