Amos Ngabirano, the ex-Director ICT of Uganda Police Force during ex-IGP Gen Kale Kayihura’s era has refuted social media reports, originated by facebook icon Tom Voltaire Okwalinga that he has spoken out denouncing President Museveni’s 2016 election victory. Speaking to this news website via telephone link a short while ago, Ngabirano said: “Of course that isn’t true. You [Mulengera news website] would know first. What would be the basis of a person like myself making such an allegation?” Ngabirano said if indeed these were his views, he would have come out in a proper way and spoken out directly. He was reluctant to discuss the matter further. In a facebook post that went viral on Wednesday, TVO claimed that Ngabirano had confided in someone he trusts who subsequently relayed the information to him/her (TVO). Okwalinga, whose narrative from day one has been that Museveni rigged using a Police election results/data center based in Naguru and supervised by Ngabirano, asserted that Dr. Kizza Besigye had won the election by 56%. In our phone interaction, Ngabirano maintained “that is total rubbish. Nooo no. Its total nonsense.” TVO at length explained how the Naguru-based police operatives, supervised by Ngabirano, manipulated the EC results-delivery servers at Namboole to distort KB’s victory in favor of the incumbent. He claimed Ngabirano was now very remorseful for his participation but the man from Rukungiri now tells this news website “nothing could be further from the truth.”
