An extensive three-month independent survey conducted by Mulengera Media has unveiled a new league table of Uganda’s most effective Resident City Commissioners (RCCs), spotlighting a cadreship of leaders redefining public service delivery across the country’s ten cities.
The survey assessed the performance of the President’s representatives across five critical pillars: monitoring government programs, fighting corruption, community mobilization, patriotism and responsiveness to feedback from citizens.
Unlike conventional assessments, the study adopted a bottom-up approach drawing insights directly from ordinary citizens in cells, wards, city headquarters, markets, churches, mosques and social spaces.
This people-centered methodology gives the findings unusual authenticity, reflecting the lived experiences of Ugandans rather than elite perceptions. What emerges is a clear picture of a select group of RCCs who are not merely occupying offices, but actively shaping governance outcomes. They are actually doing the job as opposed to merely keeping the job.
Top 6 Resident City Commissioners (RCCs):
Leading the pack is Hajji Umar Lule Mawiya, RCC of Kampala who is praised for his administrative precision in managing the complexities of the capital.
He is followed by: Egole Emmy Lawrence, the RCC Lira City who is recognized for firm leadership and having a strong grip on security matters.
Jane Asiimwe Muhindo, the RCC Gulu City is celebrated for exceptional community responsiveness.
George William Wopuwa, the RCC Mbale City, is a seasoned mobilizer with deep governance experience.
Catherine Kamwine, the RCC Mbarara City, was applauded for vigilant monitoring of PDM and health services.
Badru Mugabi Abooki, the RCC Hoima City, is widely regarded as a driving force behind patriotism in the oil region.

The findings reinforce the growing importance of the RCC structure as a frontline mechanism for accountability and service delivery under the National Resistance Movement government.
More importantly, the survey signals a shift whereby performance is increasingly being judged not by title, but by tangible impact at the grassroots.
Mulengera News Media has since embarked on preparations to extend the exercise nationwide, targeting Resident District Commissioners (RDCs) in all districts of Uganda.
