Julianne Rwakakoko Mweheire, the daughter to legendary URA Commissioner General the very rich Elly Rwakakoko who served in the pre-Allen Kagina URA, has landed a high-paying job at Uganda Communications Commission (UCC). Headed by Engineer Godfrey Mutabazi, UCC is charged with regulating the telecom sector and it’s based in Bugolobi. Before joining UCC, where she was recruited just last week, Julianne had worked at MTN for 13 years and held many positions including being Interconnection Manager. At UCC she will be serving as Director in charge of Content Development and Industry Affairs which was previously held by Dr. Twinemanzi Tumubweine who quit for greener pastures at BoU where he replaced Justine Bagyenda as Director Supervision. A statement from UCC shows that Julianna’s coming on board increases the presence and visibility of ladies in top management positions. A holder of Master of Science in Telecommunications Management & Global Innovations from Stevens Institute of Technology in New Jersey USA, Julianna grew up in things.

Julianne Rwakakoko Mweheire

Her father Mzee Elly Rwakakoko remains a respected elder in Ntungamo district (Ruhama County) and is among those with deep connections to the First Family. Ranked among the district’s most affluent and wealthiest personalities, Elly Rwakakoko represented Ruhama County in CA (1994-1995). He also served as Commissioner General URA and as Managing Director Uganda Commercial Bank (UCB). He later on in the early 2000s retired from government service to private life where he has since consolidated himself as a businessman dealing in mostly hardware. He was among the eminent supporters of President Museveni who retired from politics in the early 2000s. The UCC justifies his daughter Julianne’s recruitment on grounds that she has vast industry experience in a number of relevant areas including competition, consumer protection and economic regulation which is the mandate of UCC for the telecom sector.  She also holds a Bachelor’s degree in business management (majoring in Economics & Accounting).
