This news website has reliably learnt that Land Commission of Inquiry Chairperson Justice Catherine Bamugemereire has written to the President a confidential letter asking him to find a way of reprimanding his man Mwesigwa Rukutana who (as Deputy Attorney General) last week caused chaos when he publicly quarelled with her dismissing the Commission as good for nothing. Reliable sources say that in the confidential letter, Bamugemereire briefs Museveni on all that happened and why it remains her conviction that Rukutana must answer why he directed payment of Shs24bn to Dr. Mohammed Kasasa for the Mutungo land which government has never obtained. It was compensation for Kasasa’s 12 acres of land which Rukutana says ESO/GoU has been occupying without pay since 2002. But the Commission insists this is a rip off because Kasasa doesn’t own the land and is therefore incapable of handing over anything to government. Kasasa originally met the President who directed payment of Shs2.4bn which Bamugemereire wonders how it grew to Shs24bn which Rukutana says rose because of procrastination by the finance Ministry to pay. He defends the 28 percent interest government is to pay to Kasasa for delaying his payment for 17 years as reasonable. But Bamugemereire is angry that whereas Rukutana seemed confident and says he has a plausible explanation to give, the political giant from Rushenyi County in Ntungamo district was so bullish that lead Counsel Ebert Byenkya was substantively unable to ask him real questions because of the belligerent mood he was in. It has also since emerged that Rukutana came paranoid because he has never liked Catherine Bamugemereire as a person. He has always been very contemptous of her including shelling her in State House meetings with the President. Jolly old Rukutana is said to be skeptical that a mere woman he taught at LDC can do so much at that age. With Rukutana done, Bamugemereire’s strategy now will be summoning Solicitor General Francis Atooke who is understood to have held a more conservative view very different from Rukutana’s on the Kasasa Mutungo matter. It’s expected through Atooke, the Commission can still achieve it’s objective of shinning a torch of scrutiny on why Rukutana was so determined to ensure Kasasa gets his Shs24bn. It’s expected Museveni will shun majority Ministers who are supportive of their colleague and disapprovingly pronounce himself on the way Rukutana conducted himself before the Commission last week prompting Bamugemereire to throw him out in a very humiliating way.
