A disgruntled Ugandan, most likely an insider in UNRA, has written a very stinging three page dossier calling on Board Chairman Fred Omach to make some remedial intervention and re-direct the course of things at Nakawa before it’s too late. The whistle blower claims there is a powerful clique at UNRA whose influence has resulted into wrong people getting recruited for top positions. He/she makes reference to Procurement Director John Omeke saying he shouldn’t have been recruited on the basis of his past track record. He also refers to Director Legal Mary Kutesa urging Omach to use his power and immediately send her home. The whistle blower gives his reasons for each of his assertions. The whistle blower, who almost faults everybody at UNRA, also says there is a lot of incompetence at the roads Authority as positions are being held by managers who are too indifferent to care about the political consequences of their actions and omissions on the popularity of President Museveni and his NRM government. The author(s) also claims that there isn’t much the Inspectorate of Government can do to remedy the situation because IGG Irene Mulyagonja is conflicted by the fact that she belongs to the same Christian Fellowship with UNRA ED Allen Kagina. All said and done there is a growing curiosity as to why many of the disgruntled whistle blowers these days direct their grievances at Fred Omach who is renowned for having a very big axe to grind with Allen Kagina.

ch is getting such grievances reported to him more frequently than any of his predecessors. A lot of things are said to have created a wedge between the Fred Omach-led Board and the Kagina-led management including the desire to have brand new posh cars bought for all Board members. Kagina is on record refusing this as unwarranted wastage of the tax payers’ money-and the Board members’ anger towards her is well known and it’s possibly being exploited by the disgruntled UNRA insiders. The other area that caused great rifts related to the continued retention of Counsel Tumwine a prominent member of the UNRA legal department. Having been found in possession of over 500 land titles, whose source and origin wasn’t readily clear to his superiors, the Kagina-led top management liaised with IGG and DPP to force Tumwine out only to be re-instated by the Omach-led Board of Directors. So as per now, Tumwine some of whose prime land titles were sometime back being kept in a room on a building near City Square, works in UNRA legal department but not on talking terms with Kutesa his boss. Kutesa is understood to be a close Kagina ally, a thing that has naturally attracted a lot of envy from colleagues. Kutesa was recently out of the country having travelled for a friend’s wedding in Dubai and showed her contempt for Tumwine by leaving less senior Ester Kusiima running the show as opposed to Tumwine, a more senior guy who is simply amongst the long serving employees at UNRA. We endeavored to speak to Omach regarding receipt of the complaint and which steps he intended to take but the man from land of the Jonams proved too elusive.
