Isaac Apenyo Achol, the former Ajuri County parliamentary aspirant in Alebtong District who was remanded to Lira Prisons for alleged failure to pay court costs has been rushed to Mulago National Referral Hospital after collapsing before the prison officers. Bailiffs from Collectica Bailiffs picked up Apenyo from Amazon Pub on Sunday night and took him to Lira Central Police Station where he spent a night. He is accused of failing to pay Shillings 84 million accruing from his election petition against the incumbent Ajuri County Member of parliament, Denis Hamson Obua. He was arraigned before Thaddeus Opesen, the Lira High court Assistant Registrar on Monday morning who remanded him to Lira Prisons until May 6th 2019. However, it is alleged that Apenyo developed health complications shortly after being remanded. His brother, Dickens Okello, says Apenyo started passing blood before he fell unconscious. Apenyo’s former campaign manager, Jimmy Awany, says the former parliamentary aspirant was assaulted by the Bailiffs during his arrest. He says Apenyo remained in critical condition since his arrest on Sunday, which forced court to grant them permission to rush him to Mulago National Referral hospital on the recommendation of Lira Regional Referral Hospital. Apenyo’s relative, Joan Pacoto and former Lira Resident District Commissioner, says as a family they are worried about his condition. They also want authorities to thoroughly investigate circumstances leading to his current condition. Apenyo told URN shortly before his transfer from Lira Regional Referral hospital that he has been enrolled on Post Exposure Prophylaxis because of possible exposure to HIV. He explained that those who arrested him injected him with unknown substance several times on his lower back. Frank Baine, the Uganda Prison Service Spokesperson told URN that Apenyo’s condition had deteriorated further. He explained that Apenyo was released on bail upon request from his family to seek proper medical care. In 2015, Apenyo contested against Obua in the NRM party primaries and lost. He rejected the poll results and challenged Obua’s victory in court but lost the petition. Court awarded Obua Shillings 84 million. As a result, Apenyo went into hiding until he was picked up on Sunday night. Obua says Apenyo has been reluctant to pay his debt despite several reminders.
