All isn’t well inside the IGP Gen Kale Kayihura’s innermost camp after CMI intensified its investigations targeting men who are known to be closest to the man from Kisoro. The latest information reaching us from friendly sources at the Mbuya-based CMI shows that, whereas he may not necessarily face criminal trial like Abdul Kitata and the Nixons, Blaise Kamugisha who heads the Crime Preventers Network is also being investigated. “The major reason we are investigating him is that when he met the President at his farm, he uttered things that weren’t readily clear to the Head of State. Actually some of his answers and long explanations created more curiosity and questions in the mind of the president hence his decision to commission this ongoing CMI investigation.
The President wants a more updated version of the young man’s profile in terms of who he relates with, the things he does, what he mostly discusses with his closest friends and what he actually owns plus the possible source of income for him to have accumulated so much in such a short time,” a reliable source told us confirming CMI’s ongoing inquest into Blaise Kamugisha who claims to command more than 1m crime preventers across the country. The CMI is also understood to be investigating the relationship and levels of interaction between Blaise’s crime preventers’ structures and the elaborate Boda network Kitata created.
This is how a source explained: “Sometime in 2016 during the campaigns, more than 200 boda bikes were procured for Blaise Kamugisha’s crime preventers but 100 of them were put under Kitata’s Boda 2010 and our interest is to establish what exactly happened to these bikes and where they are under whose control currently.” We tried and failed to get Blaise Kamugisha pick his phone calls but reliable sources close to him said the pencil-thin youngman was living under torment having seen the ruthlessness with which CMI and Military Police have previously descended on Gen Kayihura’s closest allies.
MBALE’S MOHAMOOD MASABA NOT SAFE:
The other Kayihura influential assistant that CMI is increasingly getting interested in is none other than Richard Ndabwine. There is also Mbale-based cracking tycoon Mohamood Masaba who many contemptuously refer to as the Abdul Kitata of Mbale and the entire Elgon region. CMI wants to understand why one of the police Patrol trucks supposed to be under Elgon RPC Chemisto’s control and custody frequently crosses over the Kenyan border to allegedly do Masaba’s private errands. They also want to understand Mohamood Masaba’s role in ensuring Chemisto was unceremoniously permitted to abandon the Training Course at Bwebajja and resumed his duties as RPC Elgon area when his other colleagues are still training in Bwebajja. CMI operatives have also picked interest in the posh house Chemisto recently completed at his birth place in Kapchorwa with a view of establishing how much Mohamood Masaba contributed and the possible motivation.
