In a Tuesday X post, PLU Secretary General Fadil Twalla came out to vigorously defend State Minister Peter Ogwang and made it clear its him to have the last word on PLU/Gen MK mobilization in the whole of Teso because he is the one who was designated so by Uganda’s crown prince.
Fadil made it clear that Ogwang is the MK-chosen overall PLU coordinator for Teso sub region and that “anyone claiming to be the main coordinator of PLU activities in Teso above Ogwang is a masquerader and shouldn’t be given attention.” Fadil directed all PLU supporters in Teso to recognize Ogwang as such and closely work with him on top of consulting him always on all matters to do with the Gen MK mobilization.
Dan Mulalu, one of the vocal Teso mobilizers but who is known for working with one of the powerful women from Teso who doesn’t see eye to eye with Ogwang, was among the first ones to put their comment. He made it clear that no one is ‘usurping’ Ogwang’s powers and responsibilities.
Mulalu, who is claimed to be a proxy of one of the very powerful women in Teso, has been using his local community organization called ‘Kazi ni Kazi’ to carry out his own mobilization while refusing to be under the Ogwang domination. In fact, he was among those who stood against Ogwang for Ngariam MP Seat in 2026. He says his Kazi Ni Kazi is the major PLU mobilization force in Teso, and not Ogwang.
In a race of seven contestants, Ogwang won with 20,372 votes as Mulalu trailed with 2,962 votes. There was also Augustine Otuko who was 3rd with 1,952 votes. NUP’s Ochailap Michael Akabwai only got 144 votes. The UPC candidate performed even much worse. After that defeat, Mulalu didn’t rest. He has remained in the Katakwi political trenches continuing to undermine Peter Ogwang.
Two weeks ago, in his capacity as the PLU Coordinator for the sub region, Ogwang organized a huge political event at Stanlaus Isiagi’s Soroti Hotel (he also owns Forest Mall) where the signing of the MK 2031 endorsement book was launched. It was successful because every district of Teso was represented.
Besides inviting all the MPs, Ogwang also had a delegation of 6 people per district. These included the youth chairperson, women chairperson, elderly chairperson, the LCV Chairman, the RDC and the district chairperson for the NRM. He also had all former flag bearers of NRM, including those who won and those who didn’t.
It was a logistical operation and it cost him plenty of personal cash since PLU activities aren’t yet officially funded from Kampala. Whoever organizes, as coordinator, shoulders all the financial responsibility personally. In his case, Ogwang paid the hotel venue, fed all his guests and also gave Shs100,000 per delegate as transport refund.
But desirous to contradict Peter Ogwang, perhaps to reflect the unfinished political business from the 2026 race in Ngariam, Mulalu criticized this on social media saying PLU is supposed to be a mass movement whereby such a launch ought to have been attended by a larger number of people. This ignores the logistical implications involved because what is being used is Ogwang’s personal money-not Museveni’s, NRM’s, MK or even PLU’s.
The Mulalu messaging has been amplified by Teso girls and boys who live in the Middle Eastern countries where they serve as Kadamas. In the process, the instigated Kadamas have ended up going after many of the people working for the Gen MK cause in Teso for as long as they don’t accept to be under the armpits of one of the powerful ladies from Teso whose interests Mulalu is renowned for serving all these years.
The Kadamas, who at heart beyond just being instigated and lured by temporary pecuniary interests support the Bobi Wine NUP cause, have inevitably ended up criticizing Gen MK’s cause too in a bid to portray Ogwang as not being good and effective enough to single handedly sell the MK thing in Teso.
Because one of Mulalu’s godmothers isn’t comfortable with some leaders and some of the former ministers, who lost elections last January, the Kadamas have gone after these too yet the very people are the ones working closely with Peter Ogwang and David Kabanda to deepen the MK/PLU roots in Teso.
So, the desire to de-escalate all these tendencies and chaos prompted the PLU top leadership to embolden Peter Ogwang, who represents the PLU mainstream in Teso, through Twalla Fadil’s social media statement on Tuesday.
Knowledgeable sources say that the alleged closeness and funding of NUP-leaning Kadamas from Teso, simply because they want to use them to demonize Peter Ogwang, could cause some of the powerful ladies in Teso to find themselves on the wrong side of Gen MK who has so far made three Ministers (Haruna Kasolo, Milly Babalanda & Justine Nameere) publicly apologize in order to avoid the basement experience and much more.
