Operating under Vote 132, Education Service Commission is charged with recruitment and appointment of personnel for the entire education system and the vote controller is Asuman Lukwago who serves as Secretary to Commission (Accounting Officer). This is how it works: it gets requests from the Ministry of Education, KCCA and other MDAs for the relevant personnel to be recruited. The recruited competent staff are then passed onto the relevant requesting MDAs. Available information shows the Commission is understaffed partly because it lacks sufficient office space for where to operate from in case more staffers were to be recruited.
BIG NAMES;
The Commission has big names serving as Commissioners including President Museveni’s own young sister Dr. Froelich Violet Kajubiri and former seasoned MPs namely Johnson Malinga (Kapelebyong) and James Kubeketerya (Bunya in Mayuge). Kubeketerya, who stood and lost elections in 2016, is a former teacher at Busoga College Mwiri. There is also former Director Higher Education Elizabeth Gabona who, like Kubeketerya, was recently appointed. Badru Lubega Waggwa, whose wife is the Vice Chairperson of the Electoral Commission, is Chairman of the Commission.
