Last week, the Deputy IGG Ann Muhairwe drove to the National Defense College in Jinja where she had been invited to give a paper about ethical conduct among officers and men, and how lack of the same impacts the war against corruption.
As part of the interactive session, she had with the officers and men that Tuesday afternoon, Muhairwe (who used to be a prosecutor in the military courts before joining the Inspectorate) called on them to emulate their Chief of Defense Forces (CDF) Gen Muhoozi Kainerugaba by avoiding unethical conduct and practices-both in word and deed. She reflected on the reforms which Gen MK has introduced in the management of military contracts and projects and said this is the way to go. She called on them to embrace these reforms, buy into them and whole-heartedly support their overall Commander and the entire Defense leadership to ensure that all rogue-minded actors and their actions are identified and uprooted.
Muhairwe added that, as a Ugandan employed to work at the country’s premier anti-corruption agency, she is proud of the fact that the CDF has consistently been very outspoken against corruption in the military and the rest of the public service.
She added that she specifically likes the fact that Gen MK hasn’t only stopped at pronouncing himself against corruption but has also gone ahead to walk the talk by cracking the whip on perpetrators of the same in the military where he has the authority.
Since becoming the CDF, Gen MK (who is also President Museveni’s son) has orchestrated investigations which have resulted into termination of employment and prosecution of senior officers alleged to have engaged themselves into fraudulent fuel purchases and procurement-related corruption in the Defense sector where he is mandated to call shots.
“This is something I call on all of you to whole-heartedly support because the CDF is doing a good job on that front. We, as the IG, applaud him for that and are ready to collaborate and partner with him,” said Muhairwe who at some point asked the officers in her audience to give views depicting their understanding of the term corruption and the responsibility of every Ugandan to push back against it.
Muhairwe also commended Gen MK for prioritizing and deliberately working towards the deepening of the civilian-military relations. She asserted that there is no better way to make the fight against corruption succeed than involving everyone in it.
She also called on all Ugandans to come on board and embrace the country’s fight against corruption, which she applauded Gen MK for amplifying using the powerful platform that comes with being the CDF. She called on officers and men to complement the CDF MK’s efforts by deliberately avoiding unethical behaviour, which she said can only breed corruption tendencies.
