Uganda has officially taken over the chairmanship of the Pan African Postal Union Plenipotentiary Conference for the 2026–2030 cycle, marking a significant milestone in the country’s leadership within Africa’s postal and digital communications sector. The position is held by the Minister of ICT and National Guidance, Dr. Chris Baryomunsi, who was represented at the ongoing 11th Ordinary Session of the Conference by Nyombi Thembo, Executive Director of the Uganda Communications Commission.
Uganda succeeds Tate Mavetera of Zimbabwe, who steered the Conference over the past four years with distinction. Ugandan officials expressed gratitude for Zimbabwe’s leadership, emphasizing the importance of continuity, collaboration, and shared commitment to advancing Africa’s postal sector.
As chair, Uganda assumes a central role in guiding policy discussions for PAPU’s supreme governing and decision-making body. The country’s leadership comes at a critical time when the African postal sector is undergoing rapid digital transformation. Key priorities include enabling e-commerce, enhancing cross-border logistics, expanding national addressing systems, and integrating postal services into the broader digital economy.
Uganda’s chairmanship also involves building strategic partnerships with the Universal Postal Union, regional bodies, and development partners to mobilize technical support and investment for member states’ postal networks. The focus is on fostering practical, results-oriented initiatives that strengthen intra-African trade, promote inclusion, and ensure postal services remain relevant, resilient, and responsive to citizens and businesses alike.
“The responsibilities we now carry require humility, confidence, and a clear commitment to advancing Africa’s digital transformation while strengthening postal systems across the continent,” said officials representing Uganda at the Conference.
Through this chairmanship, Uganda aims to provide steady and inclusive leadership, champion innovation, and guide the African postal sector toward a future that is both digitally integrated and economically empowering for all member states.
