UCC Showcases Uganda’s Digital Edge as Minister Kabyanga Opens Regional Postal Forum

The Uganda Communications Commission (UCC) has once again positioned Uganda as a regional hub for innovation and digital transformation in the postal and logistics sector as the country hosts the 4th East African Communications Organization (EACO) Post and Logistics Forum (EPLF4) at the Sheraton Hotel in Kampala.

The three-day forum, jointly organized by UCC, Posta Uganda, and EACO, has attracted delegates from across East Africa and beyond, providing a platform for regulators, postal operators, private sector players, and development partners to discuss the future of postal and logistics services in the digital era.

Speaking at the official opening, the state minister for Information, Communication Technology (ICT) and National Guidance, Godfrey Kabyanga Baluku, commended UCC for spearheading Uganda’s leadership in e-logistics, postal digitization, and last-mile service delivery.

He said hosting the regional event underscores Uganda’s growing influence in shaping postal and communication policies across the continent.

“For Uganda, hosting this important forum is both an honor and an opportunity to showcase our leadership in e-logistics, postal digitization, and last-mile service delivery,” said Kabyanga. “It also reaffirms our commitment to regional co-operation and strong public–private partnerships in this vital sector.”

Under the theme “Elevating Excellence: Enhancing Post and Logistics for Customer and Supplier Satisfaction,” the forum is focusing on improving service quality, embracing innovation, and strengthening systems that meet the needs of citizens and businesses.

Kabyanga emphasized that the postal and logistics sector remains a key driver of national development, supporting trade, financial inclusion, and connectivity, especially in rural and underserved areas.

He noted that, despite the rapid growth of digital technologies, the postal network continues to bridge the gap between the digital and physical economies.

The minister highlighted government’s recognition of the postal system as a critical national asset and credited UCC for promoting a modern, innovative, and sustainable postal ecosystem.

Uganda’s recent election to the Council of Administration of the Universal Postal Union (UPU) was celebrated as a milestone achievement, signaling the nation’s growing role in advancing both continental and global postal development.

Kabyanga said this recognition further motivates Uganda to drive regional integration and innovation.

He expressed optimism that the forum will deliver tangible outcomes, including the harmonization of postal and courier policies among EACO member states, promotion of digital financial services, and enhancement of institutional and human capacity through knowledge exchange and training.

“Through the Ministry of ICT and National Guidance, and the Uganda Communications Commission, we continue to promote a forward-looking postal ecosystem that supports innovation, e-commerce, and inclusive growth,” he noted.

The minister also applauded EACO, UCC, Posta Uganda, and all development partners for their collaboration in organizing the event, describing it as a clear demonstration of shared commitment to building a resilient and efficient sector.

As delegates engage in discussions over the next few days, Kabyanga encouraged them to also experience Uganda’s renowned hospitality, culture, and natural beauty.
