Church of Uganda takes bold steps to strengthen communication and protect land assets

The Church of Uganda’s Board of Trustees convened today at Kabalega Resort Hotel in Hoima City for a strategic meeting focused on modernizing communication systems and safeguarding the Church’s vast land assets.
A key item on the agenda was a proposal from Hamilton Telecom, presented by Group Chairman Mr. John Mukalazi Kamya.
The proposal outlines a strategic partnership to establish a unified communication platform across the Church using mobile technology.
The initiative is designed to improve service delivery, create employment opportunities for youth, enhance financial inclusion and healthcare outreach, and generate a sustainable revenue stream for the Church—without requiring any capital investment. Discussions are ongoing to consider Paxtel, a Hamilton Telecom subsidiary, as the Church’s official communication partner.
Also during the meeting, ‘Provide and Equip’, led by Dr. Moses Bagyendera, introduced a Land Management Information System (LMIS).
This digital platform is built to create a clear, factual, and tamper-proof record of land owned by the Church, helping to prevent illegal land acquisition.
Rev. Dr. Jasper Tumuhimbise, CEO of Church Commissioners Holding Company Ltd, highlighted the platform’s ease of use and confirmed plans for its official rollout following a nationwide training program.
He expressed appreciation for the partnership with the Ministry of Lands, Housing and Urban Development**, which has supported the Church in its ongoing mass land titling exercise.
On 30th July 2025, the Archbishop of the Church of Uganda, The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, addressed Diocesan Secretaries and Estates Officers at a training session on the LMIS at the Provincial Secretariat in Namirembe.
He emphasized that the Church is fully equipped with digital tools to monitor, track, and secure its property and stressed the important roles that Diocesan leaders play in safeguarding Church assets.
The training, organized by Church Commissioners Holding Company Ltd, brought together representatives from all **39 dioceses.
Its goal was to equip Diocesan Secretaries and Estates Officers with practical skills to operate the digital system effectively and ensure transparency and accountability in land governance.
Provincial Secretary Rev. Canon William Ongeng urged all dioceses to register Church land and assets under the Registered Trustees of Church of Uganda, noting that dioceses are not legal entities.
He called for integrity, compliance, and accountability to ensure long-term protection of the Church’s physical infrastructure.
The Church of Uganda reaffirmed its commitment to responsible land stewardship, innovation in communication, and collaboration with government and private sector partners to advance its mission and secure its heritage.
