As Uganda prepares to celebrate 63 years of independence in October 2025 and 40 years of National Resistance Movement (NRM) leadership in 2026, Public Opinions is set to recognize the best-performing ministers, Heads of state agencies and Statutory authorities, permanent Secretaries, commissioners, Executive Directors, etc who have demonstrated loyalty to President Yoweri Museveni and the people of Uganda. The journal is committed to profiling great leaders who have dedicated themselves towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals(SDGs).

The Uganda Development Champions Journal, published by Public Opinions, aims to inspire other leaders to work towards the common good and commit to the president’s vision. The selection process involved a rigorous six-month survey, including online nominations and field-based research, to identify ministers who have effectively implemented government policies, engaged with communities, and demonstrated high moral standards.

The criteria for selection were stringent, focusing on leaders who have demonstrated commitment to President Museveni’s vision and policies. These leaders have shown an exceptional ability to translate policies into action, achieve set goals, and provide direction and drive progress in their ministries. They have also been approachable and responsive to citizens’ concerns, engaging with communities and keeping them informed about government initiatives. It’s important to note that many ministers have even failed to mobilise and organise people to benefit from Parish Development Model in their districts. This is absurd. President Museveni has been let down by some Ministers and public servants.

The Uganda Development Champions Journal 2025/2026 will feature profiles and achievements of best-performing ministers, heads of government agencies, permanent secretaries, commissioners, and CEOs from private sector. It will also highlight 120 achievements of President Yoweri Kaguta Museveni, showcasing his visionary leadership and commitment to Uganda’s growth and development.

The journal will be distributed at the national functions and the VIP section at Entebbe International Airport, with copies also available at the 2025/2026 National Budget Day conference, at the diplomatic missions in Uganda and our missions abroad, to members of the NRM National Executive Council, Members of parliament, government officials, etc.

Public Opinions, an organization dedicated to promoting Uganda’s development, has been engaging President Museveni since 2014 and has consistently recognized outstanding leaders. Public Opinions recognised President Museveni with the Uganda Development Champion Award at a function he presided over. The organization has had the privilege of engaging President Museveni on various occasions, including in 2019 at Imperial Royale Hotel, and in 2022, 2023, and 2024 at functions held at Kololo Ceremonial Ground.

By recognizing and celebrating the achievements of best-performing ministers and public servants, Public Opinions seeks to foster a culture of excellence and dedication to public service. The recognition of best-performing ministers and public servants is a timely initiative, coming as it does during Uganda’s celebrations of 63 years of independence and 40 years of NRM leadership.

The Uganda Development Champions Journal is a valuable resource for understanding the contributions of outstanding leaders in Uganda. By highlighting their achievements and experiences, the journal provides insights into the qualities and practices that define effective leadership. These qualities include loyalty to the president and Uganda, demonstrating commitment to President Museveni’s vision and policies, being approachable and responsive to citizens’ concerns, and translating policies into action.

The journal’s impact extends beyond recognition, as it aims to inspire a new generation of leaders to follow in the footsteps of these development champions. By showcasing the achievements of best-performing ministers and public servants, the journal provides a roadmap for effective leadership and public service.

Public Opinions recognizes leaders who exhibit the following qualities: loyalty to the president and Uganda, commitment to President Museveni’s vision and policies, approachability, responsiveness to citizens’ concerns, ability to translate policies into action, provision of direction and drive progress in their ministries, efficient management of resources, accountability for actions, transparency in decision-making, collaboration with other stakeholders, adaptability in addressing pressing issues, and high moral standards.

These qualities are essential for effective leadership and public service, and the Uganda Development Champions Journal provides a platform for recognizing and celebrating leaders who embody them. As Uganda continues to strive for growth and prosperity, the efforts of these development champions will be crucial in shaping the country’s future.

The Uganda Development Champions Journal is a significant initiative that recognizes the contributions of outstanding leaders in Uganda, and its impact is expected to be felt across the country.
