A reliable source close to FDC Secretary General Nandala Mafabi and party Treasurer General Geoffrey Ekanya has revealed that whereas the FDC MPs have generally been reluctant to make monthly remittances of Shs500,000 per month to the party, three legislators have been most notorious and outstanding in their financial defiance. The inside source revealed as follows: “Your recent story that majority MPs had shifted and were now funding the new party of Gen Muntu was partly untrue. They might be hobnobbing with that idea of funding a new party but they haven’t stopped their contributions to the FDC. Our records in the SG’s office show they are still paying. But what is true is that we have three MPs who have turned out to be very uncooperative and these are Nabillah Nagayi, Prof Ogenga Latigo & Odonga Otto. Those ones haven’t contributed anything since this term of Parliament began in May 2016.” We can reliably reveal that whereas Nabillah and Latigo have genuinely had serious financial problems, Otto became very hostile at the start of the 10th Parliament the moment Gen Muntu, who was then Party President, didn’t make him chairperson of any committee yet he considers himself senior, experienced and highly qualified. We too agree he is all these things and much more but Gen Muntu had his own reasons. Nabillah, whose husband Isaac Sempala had to go for kyeyo abroad to resolve the financial dilemma facing his family, had to fight tooth and nail to prevent her house from being auctioned by court bailiffs and she also incurred lots of campaign expenses as the 2016 race wasn’t easy for her this time round. Besides naturally facing the burdens associated with incumbency, the once pleasant-looking Kampala woman MP faced three formidable challengers namely Besigye’s lawyer Shifrah Lukwago, Lukwago’s PA Aidah Nakuya and now Minister Nakiwala Kiyingi. As for Latigo, he became financially broken after heavily investing in large scale commercial agriculture in Amuru that was devastatingly hit by prolonged drought. This drought hurt his harvest yet he had heavily relied on borrowed money from banks. This why his current term of Parliament has financially not been a very pleasant one.
