Uganda Law Society President Isaac Semakadde has written to the President of Uganda recognizing his fully authority and imploring him to restore rule of law and respect for the office of Attorney General by immediately firing Kiwanuka Kiryowa, inquiring into his wealth and all the multi-billion consent orders the GoU has been stampeded into since KK became AG.
Ssemakadde begins by focusing the President on the duty-bearing he has as the head of state towards ensuring that the rule of law prevails in Uganda. He quotes the relevant provisions of the law from the Constitution and other laws of the land.
He claims that Mr. KK has used the AG office to make a killing for himself while occasioning financial loss to the GoU especially in matters concerning the Departed Asians Property Custodian Board (DAPCB). He implores the President to inquire into several of the consent judgments his government has been stampeded into since KK became AG.
He says that off the DAPCB deals, KK has managed to become owner of 300 prime properties in Kampala, Jinja and Mbale. He wants the President to direct CID and the IGG to inquire into circumstances of all these acquisitions.
Ssemakadde also raises a red flag about judicial positions being on sale to the extent that one can’t be shortlisted for Supreme and Court of Appeal job without first parting with Shs200m; Shs100m for High Court, Shs35m for Magistrate level jobs and Shs20m for State Attorney jobs. He claims that KK is aware of all this and yet does nothing, even when as AG there is a lot he can do to remedy the situation.
The ULS boss also claims that KK is unfit for office of AG because he uses the office of PJ to influence judicial decisions and that judges who insist on independent decision making end up being transferred under very controversial circumstances.
Ssemakadde also claims that under KK’s leadership, the AG chambers released Shs1.5bn and invested it in order to influence the ULS elections which he won to become President late last year.
He also talks of Shs200m that was allegedly paid to one of the candidates for the ULS Presidency to withdraw to increase chances for Ssemakadde’s other rivals in the race. Ssemakadde also disputes another Shs200m that was allegedly paid out to the ULS Secretariat to get all State Attorneys and prosecutors onto the ULS voters register to make them qualify to vote in order to foil his new radical bar revolution.
Ssemakadde also claims conflict of interest against KK whose private law firm he says remains active and representing clients especially in compensation claims against the government where the AG chambers is involved. That the AG has created a syndicate of private law firms in whose favor all the government legal work deals are ring-fenced.
Ssemakadde also refers to diplomatic row that erupted between Uganda and South Sudan, involving Interpol too, after the AG chambers was used to shield a South Sudanese national who had been indicted over commission of certain very serious crimes.
Ssemakadde says he has used his office as ULS President to comprehensively inquire into all these things resulting into his shocking findings which he wants the President of the country to leverage and stop people at AG chambers from using his name to justify interference of Interpol work as it was in the case of the South Sudanese national.
Besides the Kilembe Mines case, Ssemakadde also makes reference to the curious circumstances under which the Local Governments began to be prevented from contracting their own legal services providers. He calls on Museveni to instigate the IGG to commence comprehensive investigations into the AG’s personal riches besides freezing his assets as a person.
