Working closely with the Electoral Commission (EC), Police in Kawempe have uncovered a shocking scheme allegedly linked to presidential candidate Jamil Ssulaiman Ssali of the Congress Service Volunteers (CSV) party, where students were reportedly paid to forge voter signatures.
According to Kampala Metropolitan Police spokesperson SSP Patrick Onyango, officers swooped in on the night of September 21 after receiving a tip-off about suspicious activities at Central College Kawempe.
Inside, individuals were caught filling out voter registers with fake signatures from districts all over Uganda.
Even more alarming, investigations revealed that students were being paid just UGX 5,000 for each forged page they completed, a clear attempt to manipulate the electoral process and boost Ssali’s presidential nomination.
Police recovered numerous forged registers, covering multiple districts, although they did not reveal the exact quantity.
The authorities are treating this as a serious case of electoral fraud, which carries heavy penalties under Uganda’s laws.
While the police have not confirmed whether Ssali himself has been questioned or arrested, the investigation is ongoing, and more details are expected soon.
SSP Onyango warned that the police will not tolerate attempts to rig the election. “We are committed to ensuring free and fair elections, and anyone trying to cheat the system will face the full force of the law,” he said.
This scandal comes as Uganda gears up for the 2026 general elections, where presidential hopefuls must gather signatures from at least 100 registered voters in two-thirds of the country’s districts to qualify for nomination, making such fraud attempts particularly serious.
