Makindye West MP-elect Zahara Luyulika is slated to replace Mathias Mpuuga as the new Parliamentary Commissioner representing the opposition NUP party in the 12th Parliament (2026-2031).
Inside sources have revealed that there is growing consensus at Kavule that Luyulika can do a very good job as Commissioner on behalf of NUP. Previously, the party had deployed Francis Zzaake who within just months developed personal misunderstandings with Speaker Anita Among and was subsequently uprooted.
The job was subsequently (in 2023) given to Mathias Mpuuga as a way of consoling him after being ejected from the LoP position. But Mpuuga soon after fell out with Kavule and Bobi Wine moved to force him out of the Commission, where he was defiantly kept by the Speaker Anita Among who disregarded Kavule’s written wishes.
Inside sources say that bosses at Kavule regret Zzaake’s belligerent conduct which deprived power brokers inside NUP of the opportunity to use the leverage that comes with the Commission job to make money and access opportunities.
Luyirika is the opposite of Zzaake-naturally a very complementary and pragmatic person with whom Anita Among can easily be cajoled to do business, unlike the Mityana Municipality MP whose belligerency caused the powers-that-be to force him out.
Sources say that with the IPOD membership resumption remaining uncertain because NRM seems determined to keep NUP out of the eating arena, decision-makers at Kavule are convinced that every money-making opportunity available under this term of government must be harnessed, hence their decision to deploy their best deal-maker Zahara Luyulika to become the new Commissioner of Parliament, replacing Mathias Mpuuga.
In a related development, Joel Ssenyonyi is set to retain the position of LoP since Kavule is determined to ignore and totally disregard JB Nambeshe (the disgruntled Manjiya County MP), who is vehemently interested in the same job, and has actively been lobbying to get himself considered.
Ssenyonyi is set to retain the position on grounds of loyalty, experience and competence. The likes of Paul Mwiru, Iganga’s Nasser Mudiobole, Kasanda’s Patrick Nsamba Oshabe and Kira’s George Musisi are slated to assume accountability committee leaderships.
