It was sometime back officially established by the President through his intelligence mechanisms that two lower rank State House officials, patronized by Youth Minister Nakiwala Kiyingi, have been undermining his blue eyed girl Lucy Nakyobe Mbonye who officially serves as State House comptroller. And being the Ssabalwanyi he is, Museveni was never going to permanently keep quiet about this intrigue. On getting reports that Princess Nassolo, one of the many State House private secretaries, was working closely with another very low profile cadre only identified as Kiyingi were out to demonize Nakyobe, Museveni remained doubtful. And as usual he subjected this rumor to verification by directing intelligence operatives to verify. Whistle blowers, suspected to be adherents of the duo, had previously originated a dossier accusing Nakyobe of self-aggrandizement using the billions meant for the big man’s Skilling the Girl Child project that targets jobless young women in the 5 Kampala city divisions. It’s being implemented by a group led by former Gen Sejusa aide Dr. Hillary Musoke under direct Nakyobe supervision. The whistle blower had alleged the project was full of ghost beneficiaries and that the big man was just being diddled by Nakyobe through whom the billions are always channeled to such groups. Museveni’s intelligence operatives returned with a comprehensive report that exonerated Nakyobe. It had the names of SACCOs, the list of individual beneficiaries, their areas of residence and contact addresses. It also had pictures of the projects Nakyobe has been supporting. Upon reading the report, Museveni appeared to address the cabinet meeting of 13th June 2018.

UNUSUAL SCENES;
One thing appeared unusual to the cabinet ministers present. Museveni carried Nakyobe along. And as soon as the meeting began, the President asked Nakyobe to stand up before he even delivered his opening remarks. “For those of you who may not know that lady. She is my good daughter called Lucy Nakyobe and she is here for a reason. One of you has been working with some crooks to blackmail her on social media. I have been getting these reports but please stand warned. I won’t tolerate anybody undermining staff in my office. You each have your own work. Please concentrate on service delivery and leave my staff alone,” Museveni said as the trembling cabinet members nervously looked on. He assured them that he has a full report on the activities of the malicious minister. They then said “who is that your excellence; name and shame that one amongst us.” A tough-talking Museveni said “the minister knows herself and they should stand warned because I now know everything.” Museveni turned to ask Nakyobe to sit down while saying “thank you.” Museveni, who was full of praises for Nakyobe’s incorruptibility, refused to name the minister insisting in that very cabinet meeting “you know yourself please watch out or else we shall expose you and those games.” It has since emerged to many in cabinet that Nakiwala Kiyingi, who wasn’t present that day, is the Minister Museveni was referring to. Nakiwala was originally innocent but the two State House aides, envious after Nakyobe declined their proposal to be the conduit through whom the youth groups would be getting their cash, inadvertently recruited her in their games. One of them went to her saying since she is the line minister for the youth, Nakiwala who powerful Gender PS Bigirimana had already sidelined from the YLP should lobby the President to directly be the one responsible for the Skilling the Girl Child program. This never succeeded as Museveni insisted that Nakyobe had been tested when it comes to delivering huge monies. The H/E reportedly gave the example of FUFA and Uganda Cranes players whose money used to get lost, having been chewed by top FUFA officials, until Nakyobe improvised saying the cash should be directly going to the individual cranes players. When this failed, the Nakyobe detractors Museveni says resorted to social media. Anonymous accounts emerged fully devoted to negatively portraying Nakyobe who at some point became so much disturbed and reported to the President begging him to come to her rescue. Even when the attacks intensified, the thick-skinned Nakyobe stood firm and continued resisting the idea of giving money meant to the beneficiaries to the two low-ranked State House assistants insisting to directly deal with the beneficiaries herself. The Skilling the Girl Child program carried on and an impressed Museveni has previously been out attending pass out ceremonies for the young women who have successfully gone through training under this same program.
