Through the NRM Secretary General Richard Todwong, President Museveni (who is also the Presidential Candidate for the ruling NRM) has appointed and deployed 53 eminent cadres of his-and tasked them with training hundreds of thousands of ruling party foot soldiers who will be facilitated to secure and protect his victory at the village level.

 

Uganda has slightly over 72,000 villages and each of these has a 30-member committee comprising of NRM leaders. That’s the case in the whole country. According to Hajji Yunus Kakande, who is the Secretary of the President’s Office, the President has opted to ride back to State House and lead Uganda for another five years, using the “village-based mobilisation strategy,” which was designed and crafted by the party bureaucrats at Kyaddondo.

 

Kakande says its through this strategy that Museveni wants his own win secured and delivered-and that of other ruling party candidates both at the MP and local council levels. The idea is to empower NRM village-based structures and deliberately return the party back in their hands, as opposed to before when mercenaries-like mobilizers (curiously designated as special mobilizers) would be imposed from elsewhere.

 

Gen Museveni realizes that this new strategy needs to be explained to ordinary party members (NRM officially claims to have 13m registered voters as its members too) and leaders at the village level. Hence the wisdom in constituting a 53-member high level committee, whose role it will be to traverse the whole country addressing town hall meetings at which the training and messaging-harmonization will be effected.

 

The orientation sessions will be duly facilitated by the Secretary General Richard Todwong who the President has entrusted with much of his campaign logistics.

 

During those training sessions, which are already underway across the country, the NRM community-level leaders will be able to interact, ask questions and give feedback on what needs to be put right, and which influential elders and opinion leaders ought to be approached and given mobilization-related errands to accomplish as the country counts down to polling day of 15th January 2026.

 

For easy implementation of the training and orientation sessions, the country has been split into zones each of which will be handled by a small team headed by a sub regional coordinator.

 

THE FULL LIST:

Dorothy Kiyimba Kisaka, a former KCCA Executive Director, has been deployed to serve under ex-VP Specioza Kazibwe who will be leading the orientation training for Busoga sub region. Others on that team include Minister Justine Kasule Lumumba, ex-Minister Daudi Migereko and Ambassador Agnes Kalibbala Kadama. They are four in total.

 

Others are Capt. Mulindwa Birimumaaso and Grace Namara (for Greater Masaka), Hajjat Faridah Kibowa & Adrian Ddungu (for Greater Mukono), Rtd. Maj Okwir Rwaboni & Maj Akandonda Bashijjabwegwe (for institutions), Dr. Rosemary Sseninde Nansubuga & Mike Ssebalu (for Kampala Metropolitan Area), Juliana Auma Modesta & Norah Okwir (for Karamoja sub region), Jacqueline Kyatuheire & Lt. Col Edward Natukinda (for Kigezi), Maj Polar Awich & EALA MP George Odong (for Lango), Rose Namayanja, Mutebi Wanzala & Dr. JC Muyingo (for Greater Luwero), Amb James Kinobe & Rosemary Najjemba (for Greater Mpigi).

 

Yet those aren’t all. Others on the list include Ruth Nankabirwa, Godfrey Kiwanda & poor youth Shakur Walusimbi (for Greater Mubende), Jane Alisemera Babiiha, Godfrey Kabyanga & Sirian Bagamba (for Rwenzori sub region), Charles Egou & Lawrence Mangusho (for Sebei), Samuel Eyenga, Andrew Odongo, John Eresu & EALA MP Jacqueline Amongin (for Teso sub region), Dr. Fred Tanga Odoi (for Tororo), Fred Jacan Omach (lower West Nile), Hajjat Madina Naham & Driwaru Zaitun (for West Nile), Sr Counsel Enock Barata, Maj Okwir Rwaboni & Jalia Bintu (for Bunyoro sub region), Amb Barbra Nekesa Oundo & Rogers Mulindwa (for Bukedi) and Emmanuel Ddombo Lumala & Simon Mulongo (for Bugishu).

 

There are also Richard Todwong, Dan Kidega & Godfrey Otobi (for Acholi) and Dr. James Tweheyo, Kigyagi Arimpa & the SG’s wife Ann Ruyondo Lumumba (for Ankole sub region).

 

Leveraging his powerful position and supervisory authority he has over them, Hajji Yunus Kakande has in writing directed all RDCs, RCCs, their deputies and assistants to cooperate and support in the mobilization efforts to ensure that the ongoing orientation training sessions get massive turn outs and that generally everything goes well. The RDCs have also been tasked with ensuring maximum security at the training venues.
