In a three page dossier, a top ISO operative going by the code name is Rashid Ntale has communicated to the President why it’s almost impossible for his NRM candidate Igeme Nabeta to win the Thursday 15th March by-elections for Jinja East Constituency. The dossier, whose author was directed by THE President to carry out the assessment for him contains 14 obstacles that Igeme must overcome if he is to ever defeat FDC’s Paul Mwiru. It’s dated February 7th and we have reliably established that it was after reading the well summarized dossier that Museveni drove to Jinja for a reconciliation meeting on February 8th. The meeting was held at Jinja Civil Service College where he demanded that the much tormented Igeme buries hatchet and reconcile with his political nemeses Majid Dhikusooka (his vice as NRM district chair) and Jinja West MP Moses Balyeku. This was one of the 14 challenges Rashid Ntale, himself a Musoga, had raised in his dossier to the President.
The other obstacle he raised was the threat posed by NRM-leaning independent candidate Faizal Mayemba, a long term PA to Igeme, who has now gone it alone contesting on the independent ticket. The ISO dossier, for which Rashid Ntale works, shows that Mayemba shouldn’t be underestimated because he knows Igeme inside and out, he is popular with the youths and has heavily invested effort in sports activities which is the best way to mobilize the youths for political purposes.
The dossier advises that Museveni talks to a section of the would-be Igeme voters who are currently backing Mayemba. The dossier author was of the view that engaging Mayemba personally may be time-consuming because he will make many unreasonable demands to the President and yet he may not work for Igeme even after being persuaded/facilitated to quit. The president acted as advised and met the pro-Mayemba youth leaders and persuaded them back to Igeme. Out of the 14 obstacles it’s only these two that Museveni has tackled so far, meaning the other 12 remain totally untouched and could cost Igeme votes more than anything else.
The ISO dossier ends by making 6 recommendations regarding the urgent interventions that can be undertaken. Not one to give up without a fight, Museveni is expected in Jinja on March 11th and he will camp there up to 13th March and only leave after the final rally is done. It’s widely feared or expected that many opposition political leaders will be arrested or confined to certain places for the three days Museveni will be in the Jinja constituency.
