Government has said that the review of the Express Penalty System (EPS Auto) is still going on, following its suspension last month due to public complaints.
In a statement released on Sunday, July 13, the Ministry of Works and Transport said the suspension (announced on June 12, 2025) was meant to give time for a full review of the system and its related regulations. The decision followed concerns raised by road users, especially drivers of public service vehicles.
“Many people, especially taxi and bus operators, complained about the system, and we had to listen to them,” the Ministry’s spokesperson, Susan Kataike, said in the statement.
Since then, the Ministry has reportedly held several meetings with other government agencies like the Uganda Police Force, Kampala Capital City Authority (KCCA), Ministry of Justice and Constitutional Affairs, and technical experts. Together, according to Kataike, they are looking into key issues such as errors in the system, unclear speed limits, short payment timelines, and high penalty fees.
According to the statement, a team of legal and technical experts has been formed to study the issues deeply and suggest changes. Their recommendations will be presented to the Ministry leadership and then to Cabinet before the system can be reintroduced.
Even though enforcement of the EPS Auto is on hold, the Ministry reminded the public that traffic laws are still active, urging drivers to respect road signs, speed limits, pedestrian zones, and avoid reckless driving.
The Ministry says it is committed to building a fair and transparent road safety system that puts the citizen first.
“We thank the public for their support and encourage all road users to drive safely and responsibly,” Kataike added.
The EPS Auto system was introduced to control speeding using automatic cameras, but it faced backlash over claims of unfair fines and errors in how it was run. Now, the Ministry says the public will be informed of the final decisions once the review is complete and Cabinet has given its input.
