FIRE AT FOREIGN AFFAIRS AS FIRED AMBASSADOR REFUSES TO QUIT OFFICE

“You can’t recall or fire me because it’s President Museveni and not you who gave me this job.” That is the clear impression one gets on reading Ambassador Moses Kalule Kasujja’s affidavit in a civil suit (filed as Miscellaneous Cause No. 322 of 2017) against his supervisor Ambassador Patrick Mugoya the Permanent Secretary Foreign Affairs Ministry. Sometime back, Mugoya wrote recalling Kasujja from Turkey where he has been serving for 7 years as Deputy Ambassador. Mugoya’s letter required him to return to the Ministry headquarters in Kampala for re-deployment. Recall simply means the officer leaves his station abroad to serve in the ministry headquarters for a maximum of 3 years as his supervisor determines the next best suitable posting for him. However, Kasujja who is politically very connected (because of the role his father Mzee Kagodo of Mukono played in Museveni’s bush war) had defiantly refused to accept Mugoya’s instructions. He maintains that Mugoya and other top officials in the Ministry hate him and are out to marginalize him. At first he didn’t return because he was still nursing his injuries following an accident in which he was involved. On recovery, Mugoya wrote reminder letters insisting Kasujja must submit to his authority as PS and return to Uganda but the former NRM-leaning radio talk show presenter refused saying the President, who gave him the job to get him out of the Mukono Municipality by-election (between Bakaluba & Nambooze) in 2010, must first pronounce himself on the matter.

CONSTRUCTIVELY FIRED:
We have reliably learnt that a few days ago, Mugoya who is not bothered about the court case and has refused to file his defense because he believes it was defectively filed, ran out of patience and ordered for Kasujja’s removal from the payroll since it’s not proper for one to continue chewing government money (in salary) for no work done. This blockage of the monthly salary simply means that Museveni’s blue eyed boy from Mukono has constructively been fired from the foreign service of the government of Uganda.
