Acting on whistle blower information, UNRA Executive Director Allen Kagina prompted URA Commissioner General Dorris Akol to help establish the extent of tax compliance by a number of companies that had bided for a lucrative contract that UNRA had previously advertised. Generally speaking, this information is of extreme importance to UNRA to ensure whoever wins the contract will, upon being paid, act responsibly and pay taxes that are due to the GoU.

This framework contract related to the “mechanized maintenance of unpaved national roads for UNRA stations for 3 years.” Apparently anticipating foul play by some competitor firms, one of the potential contractors wrote to Kagina (acting as a whistle blower) calling for strict enforcement and adherence to tax compliance-related requirements.
Attaching a list of the companies whose tax compliance status she wanted verified, Kagina duly wrote to Akol calling on her to help certify those that are compliant and those that aren’t. Mulengera News understands that out of the 64 firms that were verified, the tax man made findings consistent with the whistle blowers’ claims that some of the firms were simply ineligible for noncompliance and submission of forged tax compliance certificates.
