In her letter dated today Monday 27th August, Speaker Rebecca Kadaga dares President M7 to act decisively and have SFC and other security operatives who tortured MPs and other Ugandans during the Arua skirmishes punished. She says acts of torture, which are evident from MP Francis Zzaake’s condition, shouldn’t go unpunished because torture is clearly criminalized and prohibited under the Prohibition of Torture Act which Parliament legislated and M7 ratified with his own signature. Kadaga says time has come for the President to support that law, which creates individual liability, to begin biting. In what will leave many people confused as to what she intended to say, Kadaga ambivalently says that increasing acts of torture targeting MPs are going to make the conduct of government business in Parliament very complicated. It will be recalled that, as Col Besigye noted recently, this isn’t the first time Kadaga is writing to M7 protesting brutality against her MPs. The first time was December last year when she wrote furiously protesting the battering of MPs during the age limit fracas but the big man from Rwakitura simply ignored (at least publicly) and life went on.
