The ex-IGP Kale Kayihura has continued to freely discuss anything as prompted by his visitors at the Makindye detention facility. One of these visitors, privileged to visit him so often, is city lawyer John Jet Tumwebaze who works with Kampala Associated Advocates (KAA) which officially is the law firm representing Gen Kayihura. In an interview with this news website, Tumwebaze freely disclosed what Kayihura said about his track record as IGP. “For your own information the General is firm in his convictions and hasn’t been emotionally broken. For instance his views on the 48 hour rule haven’t changed. He said 48 hours isn’t enough for investigations to be properly done. He says it’s still his view this should be prolonged to either 72 or 90 hours. And this is why he isn’t bitter with the military keeping him for this long. He says they need all the time though he remains convinced they won’t find anything against him,” Tumwebaze said adding that “he vividly told me if he was to get an opportunity to discuss that matter anywhere, he would defend the views he explained earlier on when he was still the IGP.” As regards the torture and violence his men always unleashed on innocent Ugandans and journalists especially during political protests, Tumwebaze says Kayihura is unrepentant. “He believes everything that was done then was in enforcement of what the law provides. He says everything they executed was in accordance with POMA [Public Order Management Act]. He believes any good and well-intentioned IGP would act the same way deriving from what POMA provides,” Tumwebaze said adding that his client (Gen Kayihura) is for instance not remorseful about the brutal restrictions that his era police always imposed and enforced against leaders like Col Kizza Besigye, Lord Mayor Erias Lukwago and former President Amama Mbabazi.
