A building linked to businessman and real estate mogul Hajji Hassan Bulwadda survived Friday’s wetland demolition operation along Entebbe Road in Kajjansi, where several houses, perimeter walls and commercial buildings were brought down.
The building had for long attracted public concern over allegations that it was erected in a wetland, with many calling on the National Environment Management Authority (NEMA) to intervene.
However, the property stands on higher ground compared to the gazetted wetland, a distinction that raises questions about whether it falls within the protected area and helps explain why it remained standing while other structures were demolished.
NEMA spokesperson William Lubuulwa, in a phone engagement with Mulengera News, dismissed suggestions that the operation favoured particular developers, saying the authority focused on structures found in gazetted wetlands without considering their owners.
“I don’t even know any developer by the names of Bulwadda in Kajjansi where we carried out the operation,” Lubuulwa said.
His remarks suggest that the businessman’s identity was not a factor in the enforcement exercise, although he did not specifically discuss the building’s location or independently confirm its position relative to the gazetted wetland boundary.
Bulwadda’s real estate interests have also drawn attention in Kampala, where he has secured the handover of Nakivubo Blue Primary School for a proposed National Skilling Centre and Shopping Complex.
He is also pursuing a proposal to redevelop City Square into a commercial complex, which awaits further government decisions, including Kampala Minister Minsa Kabanda’s report and President Yoweri Museveni’s approval.
