Mr. Asadu Kisitu is no longer Commissioner Customs at URA as his position has controversially been allocated to Henry Kwaligonza Byenkya who has been serving as Manager Warehousing. Kwaligonza is a lawyer from Makerere University and LDC. He is also understood to be good friends with people in top management at URA.
For a while, it was understood that the relationship the CG and Asadu Kisitu, who served as Ag Commissioner Customers for more than a year before landing the current role, wasn’t a good one. Kisitu was for long treated with apprehension because he knew a lot. He is also among those who had reservation about the billions the government has been sinking into the new e-tax system.
In a Thursday late evening email, the URA top management notified staff of the new developments; sparking anxiety and murmurs because many considered Asadu Kisitu too qualified and experienced in the customs area to be replaced by the new Commissioner. Besides being recognized by the World Customs Union for being among Africa’s very best, Asadu Kisitu holds a master’s degree in customs administration.
He wasn’t readily given any new deployment or assignment, something that has fueled suspicion that he might be on his way out of Uganda Revenue Authority. His acrimonious departure will demoralize many staffers who always looked up to him for inspiration.
