In very belligerent language (almost unprecedented), Investments and Privatization Minister Evelyn Anite has point blank told PSST Keith Muhakanizi she won’t be accepting his directive halting the audit into Uganda Telecom Ltd. On Friday 2nd August 2019, Muhakanizi wrote to her halting the audit by the Ag. Internal Auditor General on grounds the audit can’t go on without breaching the sub judice rule that prohibits anything being done or said about matters being inquired into by any court of competent jurisdiction.
Muhakanizi referenced on an application by UBC (one of the UTL creditors) seeking a court order to cause the Auditor General John Muwanga to be the one to conduct the audit into the affairs of UTL. But Anite, who was directed by the President to look into UTL as part of the preparations to get an investor, says this is all being escapist and that the UBC application is not in good faith. Muhakanizi said he had been advised by lawyers that the audit must wait until court is done disposing of the UBC application but Anite laughs him off sarcastically wondering why the PSST anonymously writes about the lawyers without disclosing their particulars. To her this is indicative of some foul play.
As ever taking no prisoners, the Minister deploys very rudimentary language on the PSST at some point accusing him of being part of self-seeking actors determined to shield UTL against any scrutiny. She warns him of the consequences of trying to hide behind the UBC application to get ways of justifiably foiling the President’s directive. She also accuses Muhakanizi of using his office as PSST to intimidate the Ag Internal Auditor General off the UTL audit inquiry.
She reminds Muhakanizi the President is Fountain of Honor and his directives must take precedence over all things including the UBC application which she dismisses as aimed at hiding behind court to shield UTL from being audited. The babe from Koboko makes it clear nothing (short of a revocation of the President’s earlier directive) will get her off the UTL audit. In the same letter, copied to the President, Anite directs the Internal Auditor General (a man who must be facing growing dilemma) to carry on with the assignment. She also argues about the imprudence of the UBC application on grounds the Auditor General it seeks to bring into the picture had previously declined undertaking an audit into UTL.
This text should be enough because gratefully, in our possession are the two correspondences (namely the Muhakanizi one and Anite’s which goes bare knuckles falling short of calling Muhakanizi fraudulent-minded).
