A whistle blower has written to the IGG and the Public Service Ministry imploring them to inquire into the conduct of a number of KCCA officials at City Hall. Some of those complained against include George Okello Opio, Janet Luzinda, SSP Kituma Rusoke and Rosette Natumanya the Deputy Director Human Resource. The whistle blower implores the IGG to investigate and establish how much some of these officials jointly or individually knew about a planned staff strike (which aborted recently) which aimed at discrediting the new technical leadership at City Hall. That the idea was to trap the new Director HR Grace Akullo into signing off a document terminating all the temporary staff, a thing that naturally would have sparked a staff strike in KCCA which employs 1000s.
The whistle blower demands that some of these officials be investigated for using KCCA vehicles and fuel to do private errands including one who sometime back leveraged on his friendship with Mr. Lule, the former Director HR, to force a driver to falsely accept that he was the one driving the KCCA vehicle at the time it crashed upcountry on a weekend while doing private work that had nothing to do with KCCA.
The petitioner also demands that the IGG investigates and punishes some officials for financial loss KCCA endured as a result of the arbitrary circumstances under which the Authority fuel and other lubricants provision deal was shifted from Total Uganda to Shell Uganda. That whereas KCCA lost money in that switching, some individual officials made a killing. That at some point, fuel cards which still had supplies worth Shs40m got lost and nobody got sanctioned.
In the volumnous dossier, dated 23rd October 2020, the whistle blower also urges the IGG to look into the financial loss that resulted from billions of KCCA SACCO money being dubiously committed to purchase undeserving land in Gayaza without carrying out adequate consultations and due diligence.
The other area the IGG is urged to look into relates to hundreds of temporary staff being deptived of benefits accruing under the KCCA staff medical insurance scheme. Specifically the IGG is invited to inquire into the circumstances under which a one Dr. Matovu, whose wife works at KCCA, came to be a beneficiary yet he is clearly ineligible.
The IGG is also asked to inquire into the circumstances under which one of government vehicles attached to Kampala District Land Board and the consequent fuel continue to be used to do private work over the weekends. The whistle blower’s complaint was received and allocated a file number by the Inspectorate on 27th October 2020.
