Signing off as Dr. Charles Omagor (PhD), a whistle blower has written to the Minister of Education Janet Museveni Kataha imploring her to intervene by causing the revocation of the 25th July 2022 job advert Soroti University (SUN) published in New Vision and on its website calling for suitable individuals to apply for the positions of CEO or Vice Chancellor and that of DVC.

The whistle blower asserts that the advert had some glaring anomalies which some unfit applicants can exploit to stampede the entire process and lower the integrity SUN is supposed to be synonymous with. That being a science-led University, the advert should have categorically emphasized the need to have a VC and DVC whose academic and professional qualifications are deeply rooted in the natural sciences.

That leaving it open to anyone with a PhD would provide room for professors from non-science backgrounds to find their way in and get shortlisted. That ending up with someone who isn’t a scientist would diminish the prestige and profile of SUN at a time all equally science-led Universities in Uganda are being led by CEOs whose academic and professional qualifications are science-based. The whistle blower gives these examples to include MUST, Lira, Busitema, Kyambogo and Gulu.

The whistle blower suggests that the advert should for this reason be canceled and a better one put out afresh. The other area the whistle blower wants rectified relates to the specifications for the DVC not being expressly clear on the need for the applicants to be PhD holders. Instead the advert carries this phrase “must have held a position of Deputy Vice Chancellor in an accredited academic institution of higher learning, before,” something the whistle blower suggests should be rectified by coming up with a new job advert which is less ambiguous.

That the National Council for Higher Education (NCHE) rules and the provisions of the Universities & Other Tertiary Institutions Act are very clear on the requirement for a mere University lecturer to have a PhD which, according to the whistle blower, implies there is no way any public University can be permitted to recruit a DVC who has less than that same qualification as will most likely end up being the case since the SUN advert doesn’t explicitly disclose that requirement.

The whistle blower’s two page letter is copied to the PS Ministry of Education and Chairperson Soroti University Council Eng Dr Kasangaki among others. It remains to be seen how Minister Janet Museveni, renowned for her contempt for mediocrity, will be responding to this petition at a time the much revered Prof Francis Omaswa is just getting inaugurated as the pioneer Chancellor for the scandal-stricken Soroti University which even the President has been shunning since inception as a way of protesting inefficiencies the leadership there has exhibited thus far.
