In a three page dossier, received and filed on 4th August 2020, a whistle blower has made out a case urging Agriculture Minister Vincent Sempijja to assert his authority and fire Dr. Emmanuel Iyamulemye Niyibigira from the office of MD Uganda Coffee Development Authority (UCDA).

Quoting the relevant legal provisions, the whistle blower accuses the MD of using his position and taking advantage of Sempijja’s softness to influnece the recruitment of the next Board members who, by law, are supposed to be his supervisory bosses. The whistle blower claims it’s Sempijja’s mandate (and not the MD’s) to write to the concerned organizations demanding for nominees and CVs for consideration for the next Board.

Instead the MD (as disclosed in his two letters one to PS Pius Wakabi and another to Sempijja himself) has directly been writing to organizations asking them for nominees for subsequent submission to Sempijja. The whistle blower asserts that is illegal and procedurallly irregular because that’s the work of Sempijja whose job it is to contstitute the new Board to whose authority the ED has to just submit.

That by getting involved in the selection of his next Board bosses, the MD is breaching both the law and rules of best corporate governance practices. The whistle blower concludes that all this is sufficient for Sempijja (who famously forced NAGRIC’s Charles Lagul out of office) to oust the MD and have someone else serve in acting capacity.
