VP ALUPO MAN EATS BIG AS M7 FINALLY REPLACES BABALANDA

President Museveni has finally moved to strengthen the office of National Chairman of the NRM Party which has been vacant since the elevation of Milly Babalanda to the docket of Presidency Minister. Before that, Babalanda had effectively served as the Personal Assistant to the NRM NC YK Museveni whose Kyambogo office she was in charge of.

Babalanda was preceded by Molly Kamukama who moved on to become PPS and later on Minister in charge of Economic Monitoring.

Since the departure of Babalanda, a conspicuous vacuum has been existing at the Kyambogo-based Office of the National Chairman (ONC) which Gen Museveni has finally filled up by making two key appointments namely that of Hadijah Uzeiye who will be the overall head of ONC and Augustine Otuko who will be deputizing her and overseeing the Administrative aspects of the office.

A key ally of VP Jessica Alupo in the politics of Katakwi, Otuko will also be serving as Private Secretary to the President in charge of ONC. Besides heading ONC, Uzeiye will also be carrying the designation of Senior Presidential Advisor to the same Gen YK Museveni who is fond of using the Kyambogo ONC to mentor cadres and prepare them for future bigger roles. Besides Babalanda and Molly Kamukama, current Press Secretary to the President Faruk Kirunda is another product of ONC where he served as chief administrator.

Augustine Otuko, who is also very close to incumbent PPS Dr. Kenneth Olusegun Omona, was until recently a PA to H.E the Vice President Jessica Alupo. He only ceased to hold that role when he was (under Gen Museveni‘s sponsorship) flown out of the country for specialized treatment at one of the best hospitals in Israel.  On his way to the top, Otuko also served as a researcher for over 10 years at the NRM National Secretariat based on Plot 10 Kyadondo Road in Nakasero.

He is currently the NRM District Youth Chairman for his native Katakwi district where he stood for Ngariam County MP Seat in January 2021. He has progressively grown through NRM ranks and here is a member of two ideological study groups namely Campfire Ideological Study group and Bawejjere 2013 (B12) study group where he rubs shoulders with high level personalities inside the ruling NRM party.

Gen Museveni has specifically assigned both Otuko and Uzeiye to lead the amplification of his transformation agenda all aimed at modernizing Uganda into a wealthy country. If all goes well, the duo will naturally occupy the powerful office into the runner up period towards the 2026 general elections and beyond.
