TOTAL CHAOS AS LANDS BOSS’ DRIVER FLEES WITH SHS120M KICKBACK

All isn’t well with the Uganda Land Commission (ULC) which is one of the GoU agencies coordinated under the Lands Ministry headed by Judith Nabakooba. As we reported earlier today (https://mulengeranews.com/ulc-bosses-undress-byenkya-before-minister-nabakooba/), there is total revolt at the Nakawa-based ULC with top Commissioners ganging up against their Chairperson Beatrice Nyakayisiki Byenkya, a Museveni blue eyed girl who used to serve as Hoima Woman MP.
The latest reaching us indicates that a few days ago, a driver to one of the top officials at ULC (which is mandated to manage public land and the Land Fund which GoU uses to buy out landlords and donate the land to Bibanja holders) recently sent him/her driver to a contact to pick a kick back of Shs120m. As he had always done, the driver acted as instructed but vowed not to pass on the money this time round.
“He duly collected the money from the tycoon who was bribing in return for a favorable decision from ULC and even rang the Principal to confirm I have received your Shs120m.” The Principal directed the driver where to find him/her with the money and waited.
“Saying he was tired of poverty too yet he is always the conduit, the driver never showed up. He instead sent a message informing the Principal I’m tired of being used. Why should I be a conduit for your hundreds of millions and only end up being given peanuts? I’m tired of the Shs20ks you keep giving me as if I’m not a human being with material needs to respond to,” ULC inside sources said of the thieving driver. “He threatened the Principal with exposure if any efforts were made to chase after him to enforce recovery of the money because the truth is that particular driver had picked such money on the Principal’s behalf almost every weekend.”
This thieving driver embarrassment is coming up at a time of extreme anxiety and intrigue at ULC some of whose Commissioners have petitioned the Auditor General John Muwanga demanding for a forensic audit into the recent multi-billion transactions at the GoU entity. The same Commissioners petitioned Minister Nabakooba demanding the ouster of their incorruptible Chairperson Beatrice Byenkya who they say is complicated and uncompromising yet some of them want to make money. Byenkya has vowed to go down fighting insisting she is sure she is very clean without any blemish. Some say she is as clean as a white man when it comes to acting prudently inside the public office.
She has also insisted that the ULC Secretary/Accounting Officer must leave and this risks putting her up against powerful people like Col Edith Nakalema who believe the Secretary (who came from NITA Uganda) is doing a very good job. Byenkya sees the Secretary as biased against her and in cohorts with the other Commission members. There is also a dispute about the Shs153bn overall debt the Commission has in relation to absentee landlords who are supposed to be paid off to let Bibanja holders be. Nabisunsa Girls SS land is another cause of dispute with ex-Kawempe North MP Latif Sebaggala claiming that some ULC officials want to connive to have it grabbed. This will naturally be a very sensitive matter given the School’s historical links with the Muslim faith.
