NRM Secretary General Richard Todwong has written a letter disputing the circumstances under which Kamuli district NRM executive committee (DEC) Chairman Samuel Bamwole has been trying to spearhead the recruitment of the new Party District Administrative Secretary to replace Solomon Trevor Baleke who quit the job recently to take up the new job of Kole Deputy RDC as was designated by the President.

In an earlier letter, Todwong designated former Minister Isaac Musumba to serve as the Ag Admin for Kamuli and his argument was that this is what the NRM party Constitution provides for (i.e. that the General Secretary of the party in the district is mandated to act in case of absence of a substantive Admin). Bamwole was among those NRM leaders in Kamuli who were uncomfortable with Isaac Musumba taking charge largely because they see him as being antagonistic to Rebecca Kadaga who is their political patron.
Bamwole had insisted he would go ahead to recruit a substantive NRM Admin for Kamuli through a competitive process. He even put out adverts indicating those applying for the job must have exceled at passing Mathematics and English during their school days.

But in a 5th May letter, Todwong faults Bamwole asserting that he is committing irregularities by altering this requirement mid-way the recruitment process. Claiming to have received complaints to the effect that Bamwole had resorted to accepting applications from people who don’t possess the qualifications he originally set himself, Todwong wonders why his office hasn’t been adequately involved in the process.

He demands that, if he must change the qualifications criterion he set earlier, Bamwole must repeat the entire recruitment process by issuing a new advert, something that excited and emboldened the Isaac Musumba group.
Todwong also wonders where Bamwole derives the authority to carry on with such very important party business without first seeking guidance from the SG’s office at Kyadondo. That the guidelines supposed to be followed in the recruitment of the Administrative Secretary are supposed to be issued from the party secretariat in Kampala implying Bamwole’s ultra-vires actions are repugnant and border on being insubordinate.
Exploiting the perceived ambiguity in Todwong’s letter, which was copied to many offices of NRM, Isaac Musumba has subsequently outed his own letter in his capacity as the acting Administrative Secretary for Kamuli to order for suspension of the recruitment Bamwole had commenced.
Isaac Musumba, whose letter has only created more chaos if the debate on the Kamuli DEC whatsapp platform is anything to go by, demands that Bamwole & Co must wait to be guided by the SG and Party Secretariat regarding “when to recruit” the Administrative Secretary and the guidelines to be followed when recruiting one.
Musumba, who is a lawyer of high standing, says his letter suspending the Administrative Secretary recruitment is in a bid to enforce the SG Richard Todwong’s letter faulting Bamwole on the manner his office has conducted the impugned matter thus far.
As can be expected, Bamwole (who is understood to be subservient to the interests of Rebecca Kadaga) has spent much of Friday fighting back and belittling Isaac Musumba on the NRM DEC Kamuli whatsapp platform. The others who have joined him to scorn Isaac Musumba include Buzaaya County MP Martin Muzaale, Bugabula South MP Henry Maurice Kibalya Joy Nekyesa and others.
Bamwole had called a DEC meeting for Kamuli, something to which Isaac Musumba & Co objected and went as far as questioning the agenda of the said meeting. All indicators are that the intrigue is simply becoming too much and clearly, the situation will worsen first before it gets better since each faction seems determined to fight on in defense of what they insist is the right and best thing for the ruling NRM party in Kamuli.
