In his 18th February 2022 letter, State Lands Minister Sam Mayanja directed Commissioner Land Registration John Karuhanga to correct the record on the national land register resulting into 9 titles relating to prime land in Luwero Town Council being cancelled because they were erroneously issued contrary to Section 59 of the Registration of Titles Act (RTA). The 9 titles relate to 9 plots of land in Luwero Town Council which have since 1979 been part of Yafeesi Sembatya’s estate. Mayanja wants cancellation because Dan Nsubuga’s titles were issued over and above those belonging to Yafeesi Sembatya’s estate which had been issued prior.

The administrators of late Sembatya’s estate recently petitioned Dr. Mayanja who promptly traveled to Luwero to visit the locus where it was confirmed that some rogue-minded actors in the Lands Registry System had worked/connived with wealthy private developer Dan Ndubuga to come up with newer titles relating to the same land. While in Luwero, Dr. Mayanja convened and addressed a meeting of all stakeholders including the disputants and local leaders like the RDC, DPC and others.
The meeting was at Luwero district headquarters where all sides had an opportunity to make themselves heard before Dr. Mayanja inspected the locus and proclaimed his directives aimed at remedying the wrongs that had been committed.

On receiving his copy of Mayanja‘s letter to Commissioner John Karuhanga, who is yet to convene some procedural administrative meeting of the parties concerned before effecting the cancellation as directed, Dan Nsubuga (who was copied as a concerned party) reacted by deploying private security guards to prevent the administrators of the late Yafeesi Sembatya’s estate from benefiting from the Minister’s intervention. He is determined to ensure they don’t repossess the land and have the quiet possession as directed by Dr. Mayanja in the letter.

This prompted the Sembatya estate administrators to appeal to area RDC Juliet Najjuma who heads security in the district. Najjuma intervened by insisting that the private guards must vacate because their involvement would only complicate matters regarding the land in question. The area DPC Abel Ochot, who is supposed to deploy police to enforce his boss the RDC’s directive, has instead responded by deploying a police patrol full of officers and men whose intervention has since been interpreted as frustrating the RDC’s orders while providing cover and back up for Dan Nsubuga’s private guards.
Nsubuga, who was in the Minister‘s meeting, has since vowed to go down fighting arguing that the Minister has no power to issue orders resulting into him being deprived of what he calls his land. The DPC Ochot has seemingly sided with Dan Nsubuga while defying clear operational guidelines issued by the RDC who is supposed to have the last word on all matters relating to security deployments and operations in the district.
Sources have since revealed that Dan Nsubuga, a leading tycoon in Luwero Town Council, has already been assured of securing a court order against the Minister’s directive from friendly judicial officers this Monday and its that order that will relate to the status quo (that is pro-him) which the DPC Abel Ochot will purport or claim to be enforcing while totally overlooking clear guidelines by the RDC. The DPC mantains that the Minister’s orders don’t amount to anything which is the reason why he won’t be moved to do anything antagonistic to the interests of Dan Nsubuga, a leading tycoon in Luwero Town Council.
