As we predicted in our story https://mulengeranews.com/heres-how-igg-kiteezi-report-put-museveni-between-a-rock-hard-place-as-the-acholis-fought-to-save-their-okello/, Frank Rusa Nyakana has been named the new KCCA Executive Director and will hold forte in acting capacity for at least months or more as the Museveni-instigated Public Service Commission (PSC) conducts a rigorous recruitment process. Barely a year at City Hall, Nyakana has substantively been serving as Director Legal Services at KCCA under Dorothy Kisaka (https://mulengeranews.com/imposing-as-always-frank-rusa-makes-himself-felt-at-kcca-barely-one-month-into-office/). He retains that role besides the additional ED role.
With approval of the President, Kampala Minister Minsa Kabanda has had to closely work with Hajji Yunnus Kakande and the outgoing Deputy Head Public Service Deborah Katuramu to effect Nyakana’s posting. A lawyer by training, Nyakana served as Head of IPOD Secretariat before getting recruited to head the Legal Directorate at KCCA.
He is highly educated, travelled, transformative and is for the moderate, inclusive and accommodative approach to management of public affairs (just like Kisaka) as opposed to confrontational with adversaries. Sources say that Minsa Kabanda was originally more comfortable having HR Director Grace Akullo taking charge but was overruled.
Dated Wednesday 25th September, Nyakana’s posting instrument also proclaims Director Revenue Collection Services Robert Nowera as the person who will be serving as Deputy ED (replacing Eng David Luyimbazi) in acting capacity (he has plenty of audit background). Dr. Sarah Zawedde Karen, a deeply professional lady, has been posted to serve as Director Public Health, equally in acting capacity. Zawedde, who has been deputizing Dr. Okello, has no known godfathers in government and joined KCCA through a merit-filled recruitment process conducted by PSC.
Whereas Hajji Yunnus Kakande signed off for Zalwango and Nowera, outgoing Deputy Head Public Service Deborah Katuramu signed for Nyakana. It was important that these apex level deployments are urgently made because no work would go on at City Hall at all, relating to service delivery for the people of Kampala, without an accounting officer for KCCA being in place (vacuum had resulted from Kisaka’s dramatic ouster). This partly explains why the stakeholders’ consultative meeting Lord Mayor Erias Lukwago had planned to hold on Thursday, to reflect on the latest purging at KCCA, couldn’t proceed because there was no way to get the required logistics.
Nyakana will be required to make quarterly update reports on the state of affairs in Kampala to the President and Cabinet through Minsa Kabanda and the Cabinet Secretariat. He will be fully facilitated with all the logistics he requires to effectively do his work.
Proclaimed under the relevant provisions of the 1995 Constitution, Nyakana’s posting also entitles him to all obligations and entitlements bestowed under Section 17 & 19 of the KCCA Act besides Section e-c of the Public Service Standing Orders. Ag DED Robert Nowera and Director Karen Sarah Zalwango will be required to keep submitting quarterly performance reports to Ag ED Nyakana for onward transmission to the Kampala Minister.
